How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Masuda calls for a halt to U.S. lethal military aid to Israel until lasting peace and a viable Palestinian state are secured, saying unconditional military support risks complicity in human rights violations. He calls Gaza an ongoing genocide and urges an immediate, permanent ceasefire with unrestricted humanitarian aid.

Masuda's campaign statement on Gaza, posted December 8, 2025, is explicit on the aid question: "I support a halt to U.S. lethal military aid to Israel until a clear path to a lasting peace and a sovereign, viable Palestinian state is secured," and "The United States cannot continue unconditional military support which risks complicity in human rights violations and incentivizes the continuation of the conflict."
The same statement characterizes the war: "The catastrophic pain, suffering, and destruction in Gaza must be called by its name: an ongoing genocide and a humanitarian crisis. It is a moral imperative to end the bloodshed now." It also says "Israel has a right to defend itself from Hamas brutality," while rejecting the targeting of civilians and destruction of life-sustaining infrastructure, and it calls for "an immediate, permanent ceasefire and the unrestricted flow of humanitarian aid to save innocent lives," backing a two-state solution, an end to the occupation, and Palestinian self-determination.
His campaign has also said it takes no AIPAC money as part of a broader no-PAC-funding pledge; the only sources are Facebook posts that no longer open, and a funding pledge is not a weapons or funding position. Masuda is an electrical engineer and former State Department Foreign Affairs Officer, per Ballotpedia.
