How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). Harris is the Democratic candidate for Georgia's 14th District, a retired National Guard general who served two years as defence attaché in Tel Aviv.

Jewish Insider reported in March 2026 that he "has also described the war in Gaza as a genocide, though he expressed support for the 'people of the region, both in Israel and Palestine, who want to work hard and live their lives in peace, and deserve better from their leaders.'" Both halves are verified on that page and both are on the card, because either alone would misrepresent him.

His other located material is about how military decisions get made rather than about the aid itself. In interviews with the Guardian in December 2025 and 11Alive in April 2026 he argued that Congress has ceded its war-powers authority and that decisions on Middle East military operations must go through congressional debate and oversight, warning against depleting U.S. defensive missile stockpiles such as THAAD and Patriot in prolonged Middle Eastern conflicts.

In October 2025 he defended his own record against the charge that his military background made him "pro-war," citing his Tel Aviv posting and arguing military involvement must be strictly scrutinised.
