But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check
Jill N. Tokuda
- ✓ Backs 1 of 1 tracked bills to restrict weapons transfers
- Backed with $5K by PACs we track that support U.S. weapons funding for the government of Israel (lifetime)
- ✓ Endorsed by A New Policy PAC
- Sits on House Armed Services
Tokuda voted against every Israel aid bill and for the 2026 amendment cutting aid. After the April 2024 votes she said: "we cannot continue to provide unconditional support for Israel’s conduct and prosecution of this war that has been marked by extraordinary levels of civilian casualties".

Deep Dive
Tokuda represents Hawaii’s 2nd District, the neighbor islands and rural Oahu, and is the sitting member.
Her recorded votes on the tracked bills appear as badges on this card and point one way on the restraint side: against the November 2023 standalone bill, against the February and April 2024 Israel bills, against the May 2024 shipment-release bill, and for the July 2026 Massie amendment. Her April 2024 statement explains the pattern: she condemned "the heinous attacks by Hamas on October 7", then said "we cannot continue to provide unconditional support for Israel’s conduct and prosecution of this war that has been marked by extraordinary levels of civilian casualties, especially of women, children, aid workers, and journalists, often inflicted by U.S.-provided weapons".
In January 2024 she joined a Warren-McGovern letter pressing the administration over emergency arms sales approved without congressional review, and in May 2024 a Jayapal-Dean letter warning against a Rafah ground assault. In July 2024 she declined to attend Prime Minister Netanyahu’s address to Congress, saying she could not “turn a blind eye to the horrific loss of life, indiscriminate bombing, famine, and suffering that have occurred in Gaza under his leadership”. Her office’s in-the-news page carries an interview titled with her warning that boxing Hamas in on a peace deal would let what the headline calls Israel’s "Genocide" continue; the interview’s body could not be read and only that title is claimed.
Nothing located has her addressing U.S. humanitarian aid for Palestinians as a distinct funding question; her civilian-harm framing runs through everything above.

How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.
Voted to send weapons or funding in some, but no more than half, of their recorded tracked votes. (Supported sending weapons or funding in 1 of 6 tracked votes.)

U.S. military aid and weapons to Israel
- Her recorded votes appear as badges on this card, all restraint-side; her April 2024 statement is the verified explanation and is quoted on the card.
- [Position, 2024-01-29] The Warren-McGovern bicameral letter, verified on the senator’s site with her name in the signatory list: presses the administration on bypassing congressional review for emergency arms sales including 155mm shells, with civilian-harm questions.
- [Position, 2024-05-01] The Jayapal-Dean letter on Rafah; verified via the lead office’s release.
U.S. aid to Palestinians
- Nothing located as a distinct funding question.
Characterization of the conflict
- [Position, 2025 or 2026, title-only source] Her office reposted an interview under the headline "We Shouldn’t Back Hamas Into a Corner on Peace Deal or Israel’s ‘Genocide’ Will Continue". The page’s body could not be read; only the title her office chose to carry is claimed, and the interview’s content is our research. It is not yet confirmed.
- [Position, 2024-07-23] Her statement on Prime Minister Netanyahu’s address to Congress, her own release, verified: she would not attend, calling the invitation inappropriate given his indictment, and “I cannot turn a blind eye to the horrific loss of life, indiscriminate bombing, famine, and suffering that have occurred in Gaza under his leadership, and I will not be attending the joint meeting.” She called instead for the release of all hostages, a ceasefire and lasting peace.
