Delia Ramirez

Ramirez leads the Block the Bombs Act, which would withhold U.S. offensive weapons from Israel until its government establishes compliance with U.S. and international law. In February 2026 she said: "There is no ceasefire in Gaza. US-supplied bombs are still being used to murder Palestinians."

Ramirez represents Illinois's 3rd District in Chicago and is running for re-election. Beyond her voting record, she is one of the House members driving the legislative push to restrict the transfers themselves.

In June 2025 she led Reps. Sara Jacobs, Pramila Jayapal and Mark Pocan and 18 members in introducing the Block the Bombs Act. The bill would require Israel's government to establish in writing that offensive weapons are used in accordance with U.S. and international law, with Congress approving by joint resolution. Her words on introducing it: "Trump has bypassed Congressional oversight on weapons transfers. The Israeli government is currently escalating attacks on the civilian population of Gaza. They are both out of control. Congress needs to assert its oversight authority."

In February 2026, sharing a report that Israeli strikes had killed at least 30 Palestinians during a declared ceasefire, she wrote: "There is no ceasefire in Gaza. US-supplied bombs are still being used to murder Palestinians," and urged colleagues to back the bill.

After the ICJ's provisional-measures order she called on the United States to confront its complicity and end unconditional support for the military campaign. She marked the bill's one-year anniversary in June 2026.
