But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check
Tom Bailey
Libertarian · U.S. House, North Carolina District 1
–No Position Found
How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
No recorded votes on the bills we track. We found nothing in their own words about Israel, Gaza or the war.
Nothing located as of October 2026 has Bailey taking a position on U.S. weapons or money for the government of Israel, or on U.S. aid to Palestinians. The three key messages he names for his campaign are voting rights, federal tax reform and the Bill of Rights.

Tom Bailey is the Libertarian candidate in North Carolina's 1st District, in the east of the state, and is on the November 3, 2026 ballot with Representative Don Davis, the Democrat, and Laurie Buckhout, the Republican. The Libertarian primary was canceled, so he advanced without appearing on a primary ballot. He describes himself as a Vietnam veteran and longtime Libertarian who has spent decades supporting ballot access, election integrity and constitutional governance, and as a former chairman of the state Libertarian Party's legal action committee; Ballotpedia records Army service from 1968 to 1971. He was the party's candidate in the 1st District in 2024, under its earlier boundaries, winning 2.6 percent, and in the 13th District in 2018.
This is an empty record on these questions rather than a thin one. He filled in Ballotpedia's candidate questionnaire in 2026 and answered every question on it. His three key messages are restoring citizens' voting rights, a federal tax reform under which the federal government would tax only state governments, and restoring the Bill of Rights with an emphasis on due process; the areas he says he is passionate about are election integrity, individual rights and limiting taxation. No question on that form is about foreign policy, and he raised none. He has no campaign website, and his campaign's Facebook page could not be read here. An empty record carries no implication either way.
You are better placed to change this than we are. Ask Bailey directly, or at a candidate forum, and send us the reply: it goes on this page in his own words, which is worth more than anything we could write about him.

What the campaign site and own pages say
He has no campaign website. Ballotpedia lists a campaign Facebook page, https://www.facebook.com/tombaileyforushouse/ , and a personal one, https://www.facebook.com/tom.bailey.3158 ; the campaign page showed only its name, "Tom Bailey for US House", with no posts, and the personal page was not read.
[Position, submitted 2026; read 2026-10-01] Ballotpedia's Candidate Connection survey. He answered every question on the form. He describes himself as "a Vietnam veteran, longtime Libertarian, and advocate for open and fair elections" who "has spent decades supporting ballot access, election integrity, and constitutional governance in North Carolina", a former member of the Libertarian Party of North Carolina Executive Committee and chairman of its Legal Action Committee, in which role he helped lead the federal ballot-access lawsuit McLoughlin v. Marsh. His three key messages: "Restore the voting rights of citizens to put control of their government back in the hands of the people."; "Major federal tax reform limiting the federal government to tax only state governments, removing the federal government from the lives of individual people."; "Restoring the Bill of Rights with an emphasis on due process." The areas he is personally passionate about: "Election integrity, individual rights and limiting taxation". No question on the form asks about foreign policy, and he raised none. The page gives the year of the survey, 2026, and no day.
[Read 2026-10-01] The Election Hub's entry for him, a nonprofit voter guide from the Charlotte area that covers this race, describes him as a retired roofing contractor and Vietnam veteran who lives in Greensboro and once served on the Guilford County Board of Adjustment, and reports that in an interview with a podcast aimed at third-party and unaffiliated voters he named abolishing the federal tax structure and reforming ballot access as his key issues. This is a third party describing him; the podcast was not watched.
The race
[Read 2026-10-01] His Ballotpedia page: "Incumbent Donald Davis (D), Laurie Buckhout (R), and Tom Bailey (L) are running in the general election for U.S. House North Carolina District 1 on November 3, 2026." The Democratic and Libertarian primaries were canceled; Buckhout won the Republican primary on March 3, 2026. The page notes that the district's boundaries changed after 2024.
[Read 2026-10-01] The same page records that "Incumbent Donald Davis defeated Laurie Buckhout and Tom Bailey in the general election for U.S. House North Carolina District 1 on November 5, 2024", with 2.6 percent for him, and that "Incumbent Ted Budd defeated Kathy Manning, Tom Bailey, and Robert Corriher in the general election for U.S. House North Carolina District 13 on November 6, 2018", with 1.9 percent. It records no receipts for his 2026 campaign.
