Moore has represented North Carolina's 14th District since 2025, after ten years as Speaker of the North Carolina House.

His fullest statement is in WSOC-TV's February 2026 candidate guide: "When it comes to the Israel-Palestine conflict, I stand strongly with Israel. They have every right to defend themselves against terrorism. At the same time, we should encourage long-term stability and peace in the region, while never compromising our commitment to Israel's security." On the same page he applied a different standard to Ukraine, saying that "with any U.S. assistance, we must ensure oversight and transparency" and that "the American people deserve to know where their money is going."

In May 2024 he filed the state SHALOM Act to write the IHRA working definition of antisemitism into North Carolina law.
