Gregory W. Meeks
Meeks, the ranking Democrat on House Foreign Affairs, held up an $18 billion arms package to Israel in 2024 seeking assurances on civilian casualties, then approved it in June. He has since attacked the administration for bypassing congressional review of arms sales.
Meeks represents New York’s 5th District and is the ranking Democrat on the House Foreign Affairs Committee, which gives him a procedural lever on arms sales that almost no other candidate among the candidates on this site has: informal holds during congressional review.
He used it. In April 2024 he said publicly that he was withholding approval on an $18 billion package including 50 F-15 fighter jets and precision guidance kits until the administration assured him the weapons would not cause further civilian casualties or impede humanitarian aid in Gaza. On June 17, 2024 he lifted the hold and approved the transfer.
Since then his public interventions have been about process rather than quantity. He has criticised the current administration three times for going around congressional review: a $7 billion sale in February 2025, more than $6 billion in January 2026, and the use of emergency authority under the Arms Export Control Act in March 2026. Each time he reaffirmed his support for Israel’s defense while calling the bypass a repudiation of congressional oversight.
