Shapiro, Pennsylvania's Democratic governor since January 2023 and formerly the state's attorney general, holds one of the most prominent pro-Israel records among Democratic governors; as governor he casts no votes on federal aid to Israel, so his record is rhetorical and state-level. Days after the October 7, 2023 Hamas attacks he ordered flags to half-staff and, on October 18, 2023, appeared with the Pennsylvania Jewish Legislative Caucus to declare the state's leaders "united in supporting Israel and standing against terror." By 2025 he coupled continued support for Israel with sharper criticism of the war's conduct: he called for the war to end, said Palestinians in Gaza should be able to live "with food and shelter and health care and dignity," blamed Prime Minister Netanyahu for endangering Israel, and called Israel's rejection of Gaza hunger reports "abhorrent" and "wrong" (per the Forward, September 17, 2025) — while continuing to refuse calls for a unilateral ceasefire. His pro-Israel posture and criticism of campus protests drew scrutiny during his 2024 vice-presidential vetting.
