Mark Robert Warner
Warner (D), Virginia's senior U.S. senator since 2009 and Vice Chairman of the Senate Select Committee on Intelligence, is running for re-election in 2026 and has consistently supported U.S. military aid and arms sales to Israel while also pressing for expanded humanitarian access in Gaza. He voted against all seven Senate joint resolutions of disapproval that sought to block specific arms transfers to Israel: S.J.Res. 111, 113, and 115 on November 20, 2024 (rolls 292/293/294), S.J.Res. 33 and 26 on April 3, 2025 (rolls 165/166), and S.J.Res. 41 and 34 on July 30, 2025 (rolls 454/455) — voting Nay each time, opposite his Virginia colleague Tim Kaine, who voted for all of them. In April 2024 he backed the supplemental package funding Israel and Gaza humanitarian aid, and by mid-2025 he joined senior Senate Democrats calling on the Trump administration to press Prime Minister Netanyahu for a ceasefire and a surge in humanitarian assistance, calling conditions in Gaza "appalling and unconscionable." On April 15, 2026, Warner partially broke with his prior record: he voted Yea on the motion to discharge S.J.Res. 32 (roll 80) — the first time he voted to block a proposed U.S. arms sale to Israel — while voting Nay the same day on S.J.Res. 138 (roll 81); both motions were rejected.
