But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Elaine G. Luria

How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. In their own words on January 29, 2026; backed with $5K by DMFI (FEC filings); endorsed by DMFI PAC.

Luria says she opposes any effort to condition U.S. aid to Israel and wants to defend "security assistance through the memorandum of understanding." She calls Israel the U.S.'s "strongest ally" in the Middle East and "key to our national security."

Deep Dive

Luria is the Democratic candidate for Virginia's 2nd District, a seat she held until 2023, running against Rep. Jen Kiggans.

Her position is stated plainly and recently. In a January 2026 interview she said: "Having more people like me who are willing to speak up on that issue, in support of maintaining security assistance through the memorandum of understanding and continuing to maintain a strong relationship with Israel is important," adding that she wants to be a "leader" among new members and former colleagues "to show that the support [for Israel] remains strong." The same interview reports that she continues to view Israel as the U.S.'s "strongest ally" in the Middle East and "key to our national security," and that she continues to oppose any effort to condition U.S. aid.

In office she legislated on the same question. In October 2020 she co-sponsored the bill requiring presidential consultation with Congress on Middle East arms sales that could affect Israel's qualitative military edge, the same measure her Illinois colleague Brad Schneider introduced. In November 2021 she questioned whether House colleagues who voted against $1 billion in additional Iron Dome funding believe Israel should exist.

On the conflict she called the October 7 attack "unconscionable," said Israel "has a right to defend themselves," welcomed the ceasefire and hostage release, and named the removal of Hamas from Gaza as the key first step.

The notes behind this card: what we looked at, what we found, and where each item came from.

U.S. military aid and weapons to Israel

  • [Position, 2026-01-29] Jewish Insider interview, opened and confirmed word for word. Her words: "Having more people like me who are willing to speak up on that issue, in support of maintaining security assistance through the memorandum of understanding and continuing to maintain a strong relationship with Israel is important," and she wants to be a "leader" among new members and former colleagues "to show that the support [for Israel] remains strong." The outlet's summary, verbatim: "Luria said she continues to view Israel as the U.S.' 'strongest ally' in the Middle East and 'key to our national security,' and that she continues to oppose any effort to condition U.S. aid to the Jewish state." The card attributes the conditioning position to that reporting rather than quoting it as her sentence.
  • [Earlier record, 2020-10-02] Co-sponsored the Guaranteeing Israel's QME Act, requiring presidential consultation with Congress on Middle East arms sales affecting Israel's military edge. ⚠ Source is Rep. Brad Schneider's release; he introduced the bill and has his own card on this site. It names co-sponsors, which is the basis for her item; nothing of Schneider's words is attributed to her.
  • [Earlier record, 2021-05-14] Campaign statement during the May 2021 escalation, emphasizing that U.S. security assistance was saving lives through Iron Dome. Not opened.
  • [Earlier record, 2021-11-04] Jewish Insider, confirmed: she "questioned on Wednesday morning whether House colleagues who voted against $1 billion in additional aid for Israel's Iron Dome missile-defense system believe that Israel should exist."
  • She left office in January 2023, so the tracked bills postdate her service and she has no badges on this card.

Characterization of the conflict

  • [Position, 2026-01-29] Same interview, confirmed verbatim: the October 7 attack was "unconscionable"; Israel "has a right to defend themselves and respond to that kind of security threat"; she was glad to see the ceasefire deal and hostage release; the path forward "will require the involvement of the U.S. and the world community, with the removal of Hamas from Gaza as the key first step."
  • [Position, 2026-01-29] On possible renewed strikes on Iran, she said such action "could be contingent on who or what the targets are, who would come to power in the aftermath and whether the end state would actually improve the situation for Iranians." About Iran; context only.

  • [Position, 2026-01-29] Same interview: she said she has been concerned by rising violent rhetoric and violence against the Jewish community and others, connecting it in part to the January 6, 2021 Capitol riot.
