But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check
Eugene Vindman
Vindman voted against the July 2026 amendment and said why: "Under Prime Minister Netanyahu's leadership, Israel has lost its way," but the amendment was "poorly written" and would have cut "funding provisions that support Palestinian security forces, humanitarian aid, and defensive systems."

Deep Dive
Vindman represents Virginia's 7th District and is running for re-election. His position has moved, and he has documented each step himself.
In March 2024, campaigning, he urged Congress to pass the Senate-approved aid package and said additional conditions or restrictions were unnecessary given protections already in law. He also set a limit: "They have a right to self-defense, but they don't get a free pass to do whatever they want. I look at this from a perspective of supporting the Jewish state and Israel, but also as a strong supporter, [I] have to make sure we hold them to that same standard that we would abide by."
In June 2025, with other Democratic veterans, he said the U.S. "must continue to stand strongly with our Israeli allies, including active and robust support for the defense of the state of Israel and its people."
By July 2026 his account had changed: "His decisions have undermined Israel's long-term security, strained our alliance, and made Americans, Israelis, and Palestinians less safe." He still voted against the amendment, calling it "one of the most difficult votes I've cast because Israel needs to change course," and objecting to what it would have cut rather than to its aim.
In August 2025 he and five other veteran members urged Israel to "flood Gaza with humanitarian aid."

How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.
Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 2 of 2 tracked votes.)

U.S. military aid and weapons to Israel
- [Position, 2026-07-15] His statement on the H.R. 8595 amendment vote, opened and confirmed word for word. The release's own framing: he released it "after voting against an amendment to H.R. 8595 that would halt foreign and humanitarian aid to Israel and Palestine." His words: "Under Prime Minister Netanyahu's leadership, Israel has lost its way. His decisions have undermined Israel's long-term security, strained our alliance, and made Americans, Israelis, and Palestinians less safe." And: "Yet, as a Jewish refugee who fled oppression in the Soviet Union, I have long believed that Israel is a refuge for many families like mine." And: "These convictions made this one of the most difficult votes I've cast because Israel needs to change course. However, I could not support an amendment as poorly written as this one that would eliminate key funding provisions that support Palestinian security forces, humanitarian aid, and defensive systems to protect innocent civilians."
- [Position, 2024-03-07] Jewish Insider interview, confirmed verbatim: "He called on Congress to expeditiously pass the Senate-approved aid package to Israel, adding that additional conditions or restrictions on aid to Israel are not necessary, given the protections codified in law and laid out in the Biden administration's recent military aid policy memo." His own words: "They have a right to self-defense, but they don't get a free pass to do whatever they want," and "I look at this from a perspective of supporting the Jewish state and Israel, but also as a strong supporter, [I] have to make sure... we hold them to that same standard that we would abide by."
- [Position, 2025-06-23] Joint statement with Democratic veteran members, confirmed verbatim: "We must continue to stand strongly with our Israeli allies — including active and robust support for the defense of the state of Israel and its people, as we have for decades." ⚠ Multi-member statement, attributed in the release to "Vindman and his colleagues."
- His recorded votes on the tracked bills appear as badges on this card, and the July 2026 statement is his own explanation of the most recent one.
U.S. aid to Palestinians
- [Position, 2025-08-14] Letter to the Israeli ambassador with Reps. Moulton, Houlahan, Ryan, Panetta and Deluzio, all veterans, confirmed verbatim: "serious concern with the dire humanitarian aid situation in Gaza"; "we believe Israel has a responsibility and moral obligation to actively prevent harm to civilians, particularly children"; and "Food scarcity has provided Hamas an opportunity to weaponize aid for profit and control. We urge Israel, instead, to flood Gaza with humanitarian aid." ⚠ Six-signatory letter; the wording is the group's.
- [Position, 2026-07-15] His objection to the amendment rests partly on preserving "Palestinian security forces, humanitarian aid, and defensive systems" (confirmed, above).
Characterization of the conflict
- [Position, 2024-03-07] Said the October 7 attack was "entirely without justification" and "needs to be condemned completely without caveats"; supported a temporary ceasefire for hostage release; said Hamas is not a viable long-term partner (confirmed).
- [Position, 2026-07-15] Netanyahu's governance "undermined Israel's long-term security" (confirmed).
Related rhetoric and lobbying
- The research returned an Action Network petition and Guardian and Jewish Insider items about a delegation trip to Israel by first-term Democrats. Advocacy and third-party coverage; consulted, never card sources, and no claim about him is drawn from them.
Safety and antisemitism (context)
- [2025-08-20] Introduced bipartisan legislation with Rep. Bacon to track and combat antisemitism in extremist movements.
- [2025-05-23] Named in a Congressional Jewish Caucus statement after the Capital Jewish Museum shooting, and in a June 2025 caucus item. Group statements.
⚠ Wrong-person source
- A Jewish Insider piece about **Alexander** Vindman, a Florida Democratic Senate candidate and this member's twin brother, was returned among his sources. Different person, different state, different office. Nothing from it is used.
