But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Gus Bilirakis

Republican · U.S. House, Florida District 12
✗Supported sending weapons or funding in 6 of 6 tracked votes

In October 2024, Bilirakis said the United States must supply the government of Israel, without equivocation, with the weapons it needs. Nothing was found in which he addresses United States humanitarian aid for Palestinians, or conditions on that military aid, at any date.

Deep Dive

Gus Bilirakis has sat in the House since January 2007 and has represented Florida's 12th District since 2013. The district he is running in this year covers Pasco County and a stretch of Hillsborough County, and no longer takes in Hernando or Citrus. He is a senior member of the Energy and Commerce Committee, and he is a founding co-chair of the Congressional Hellenic Israel Alliance, a bipartisan House caucus launched in February 2013 with the American Jewish Committee and the Hellenic American Leadership Council to press for cooperation among the United States, Greece, Cyprus and the government of Israel. He is seeking re-election on November 3, 2026 against Kimberly Overman and Branden Scrivener.

His plainest statement about what the United States should send was published by his office on October 1, 2024, the day Iran fired ballistic missiles at Israel. He said: “There must be swift and resolute consequences for Iran’s continued existential aggression, and the U.S. must supply Israel, without equivocation, the weapons she needs to fight this attack.” The same statement says American leadership has never been more important, and that there should be no question that the United States will continue to stand firmly with its most steadfast ally as it fights for its very survival. Asked on the iVoterGuide profile for the November 5, 2024 general election whether the United States relationship with Israel is important, he answered: “Yes, Israel is our most streadfast and strategic ally in the Middle East. They are fighting this war against terrorism and the spread of radical Islamic, anti-American fundamentalists who pose a serious threat to our national security.” The misspelling is on the page. On the same form he was given four descriptions of American foreign policy and chose the one saying the United States has become too involved in others' policies and should stay focused on its own sovereignty unless in imminent danger.

On the war itself he has spoken twice at length. On October 7, 2025, the second anniversary of the Hamas attack, he said it was unconscionable that Hamas continued to delay progress toward peace by refusing the Trump-negotiated peace plan, and that the immediate release of all hostages was essential. Six days later, when a ceasefire and hostage agreement was reached, he called it a landmark agreement and a major step forward for peace, security, and religious freedom in the region. The oldest statement of his on this subject that his own newsroom carries is from July 8, 2011, when he said Congress would continue to stand by the government of Israel and would oppose any unilateral declaration or recognition of a Palestinian state outside an agreement negotiated between Israelis and Palestinians. Nothing was found in which he addresses American humanitarian funding for Gaza, the aid pipeline, or the United Nations Relief and Works Agency, at any date, and nothing was found in which he explains any of his recorded votes on this question.

Much of the rest of his record here runs through Turkey. In November 2024 he was one of four members who led a letter signed by 39 members of Congress asking the Secretary of State and the Director of National Intelligence for a classified briefing on reports that Hamas leaders had relocated to Turkey. In June 2026 he and Rep. Brad Schneider, his co-chair on the caucus, asked Secretary of State Marco Rubio to oppose Turkish maritime claims they said threaten partners in the Eastern Mediterranean, the government of Israel among them, and later that month he and three other Greek American members opposed a proposed sale of jet engines to Turkey, giving as one of their reasons what they called Turkey's rhetorical demonization of Israel. On June 17, 2026, after taking part in a Jerusalem Day event in Washington, he said there can be no ambiguity when it comes to condemning antisemitism. What he said in the weeks after October 7, 2023, his statements about Iran, and the rest of what our research found are on his research page.

How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 6 of 6 tracked votes.)

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Our research for this card began with a search run on 2026-09-07, and every page below was opened and read on 2026-09-08. His congressional press-release listing was read from September 2026 back to mid-2023, along with his Foreign Affairs issues page, his whole campaign site, his Ballotpedia page and both of his iVoterGuide profiles. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. His recorded House votes and the tracked funding totals are shown as badges on this card and are not restated here.

U.S. military aid and weapons to the government of Israel

  • [Position, 2024-10-01] His office's statement, headed "Bilirakis Issues Strong Statement in Support of Israel", published the day Iran fired ballistic missiles at Israel. The statement reads: "The Iranian terror regime has launched another cowardly attack against innocent civilians in Israel today. American leadership has never been more important, as there should be no question that the United States will continue to stand firmly with its most steadfast ally, Israel, as it fights for its very survival. There must be swift and resolute consequences for Iran's continued existential aggression, and the U.S. must supply Israel, without equivocation, the weapons she needs to fight this attack," said Congressman Bilirakis. The page carries a publication time of October 1, 2024.
  • [Position, 2024 cycle; the page is undated and was read 2026-09-08] His iVoterGuide profile for the November 5, 2024 general election. Under National Security, asked "Is the United States' relationship with Israel important, and if so why?", his printed answer is: "Yes, Israel is our most streadfast and strategic ally in the Middle East. They are fighting this war against terrorism and the spread of radical Islamic, anti-American fundamentalists who pose a serious threat to our national security." The misspelling of "steadfast" is on the page. Asked to pick among four descriptions of American foreign policy, he chose "C. The US has become too involved in others' policies and should remain focused on issues regarding our own sovereignty unless in imminent danger." The same profile lists Pro-Israel America among his endorsements, in a section the guide marks as received after its deadline and not counted in its evaluation. iVoterGuide is published by AFA Action. The 2026 version of the same profile carries no biography, no questionnaire and no research.
  • Nothing further located, at any date. No statement was found in which he sets a condition on American military aid to the government of Israel, names a weapons system or a dollar figure, or explains any of his recorded votes on this question. His press-release listing carries nothing about the 2024 supplemental appropriations bills or the 2026 amendments.
  • [Earlier record, 2023-07-14] His statement on the fiscal 2024 National Defense Authorization Act explains his vote and names servicemember pay, waste and Communist China. It does not mention Israel. It records that he supported an amendment to strip funding for Ukraine from the package, giving as reasons insufficient transparency and accountability, concern about "how the depletion of our stockpiles could impact military readiness", and the lack of an exit strategy.

U.S. aid to Palestinians

  • Nothing located, at any date. Gaza humanitarian funding, the aid pipeline and the United Nations Relief and Works Agency appear nowhere in his press releases, on his Foreign Affairs issues page, on his campaign site or in his questionnaire answers.
  • [Earlier record, 2011-07-08] His statement on House passage of a resolution on Middle East peace, which is about recognition rather than aid: "I am proud to stand in bipartisan solidarity with my colleagues to send an unequivocal message to the Palestinian Authority: The U.S. Congress will continue to stand by Israel during this tumultuous time in the Middle East and oppose any unilateral declaration or recognition of a Palestinian state outside of an agreement negotiated between Israel and the Palestinians." It continues: "The Palestinian Authority must negotiate directly with the State of Israel in order to seek true and lasting peace and security. Pursuing unilateral recognition by the United Nations on the part of the Palestinians is detrimental to the peace process. Any two-state solutions must be achieved by the Israelis and Palestinians and must be one that requires Hamas to renounce violence, accept Israel's right to exist, and accept prior agreements made by the Palestinians."

Characterization of the conflict

  • [Position, 2025-10-07] His statement on the second anniversary of the October 7 attacks: "It is unconscionable that Hamas continues to delay progress toward peace by refusing to accept the Trump-negotiated peace plan. The immediate release of all hostages is essential for any meaningful path forward. On this solemn anniversary, we stand in solidarity with the people of Israel. We pray for the safe return of the hostages, for strength and healing for their families, and we honor the memory of those whose lives were tragically taken in this horrific and unprovoked act of terror."
  • [Position, 2025-10-13] His statement on the ceasefire and hostage agreement: "I wholeheartedly applaud this landmark agreement, which represents a major step forward for peace, security, and religious freedom in the region. This achievement would not have been possible without the strong leadership of President Trump along with the dedicated diplomacy of Secretary of State Rubio." The statement goes on to call the return of the hostages moving and long overdue, and says he remains committed to working with allies on the accord's implementation. The Floridian reported the same statement on the same day, quoting it identically.
  • [Position; the page carries a date of July 8, 2022 and was read 2026-09-08] His Foreign Affairs issues page, which is live on his congressional site: "Israel is a strategic ally in the region as well, sharing a common defense strategy with the United States, Greece, Cyprus, and other allies to thwart existential threats from bad actors in the region." The same page records that his Eastern Mediterranean Security and Energy Partnership Act was signed into law and says strengthening United States relationships with Greece, Cyprus and Israel "will significantly improve efforts to promote peace, prosperity, and security in the region". The page also carries sections on Turkey, Sudan, Russia, Iran, North Korea and China.
  • [Reaction window, 2023-10-09] His statement condemning antisemitism after the October 7 attack, which calls the attack a "savage attack" and refers to civilians "tortured, kidnapped, and slaughtered". Not on the card summary; recorded here with its date.
  • [Reaction window, 2023-11-10] The Greek financial daily Oikonomikos Tachydromos, reporting the relaunch of the Congressional Hellenic Israel Alliance at the Library of Congress on October 24, 2023, quotes him: "Since founding the Congressional Hellenic Israel Alliance (CHIA), we find that together we are stronger and better prepared for the perpetual challenges in the Eastern Mediterranean. The caucus will continue its robust efforts as we face one of the most dire situations experienced in the region and around the world: the current war between Israel and the Radical Islamist forces of Hamas and Hezbollah. We stand firmly with Israel and its right to exist and defend its citizens." Not on the card summary; recorded here with its date.

Israel-related rhetoric and lobbying

Safety and antisemitism (context, not an answer to what America sends)

  • [Position, 2026-06-17] His statement after a Jerusalem Day forum in Washington: "Recent decisions to provide a platform to individuals who have repeatedly promoted antisemitic conspiracy theories and engaged in hateful rhetoric are deeply disappointing and concerning. While some may claim remorse for past conduct, there can be no ambiguity when it comes to condemning antisemitism. There is simply no place for this type of language or behavior in civil society." And: "We must continue to support our Jewish neighbors, defend Israel's right to exist and defend itself, and ensure that future generations understand the dangers of prejudice, extremism, and bigotry." The release names neither the individuals nor the event whose platforming it calls disappointing.
  • [Earlier record, 2021-05-28] His statement on an attack on the Florida Holocaust Museum in St. Petersburg: "I was sickened to learn of the disgusting attack on the Florida Holocaust Museum earlier this week. We must be unequivocally clear that there is no room in our society for hatred and bigotry. As antisemitic attacks have recently risen around the globe, I have been deeply troubled by the inexcusable rhetoric used by some of my colleagues which only serves to fuel antisemitic behavior."
  • [Earlier record, 2023-08-28] A Jewish Insider report of a bipartisan letter to Education Secretary Miguel Cardona about antisemitism on college campuses names "Gus Bilirakis (R-FL)" among its signatories. The copy read for this card is the reprint on Rep. Scott Peters' campaign site, dated August 28, 2023; none of the words in it are his.
  • [Reaction window, 2023-10-12] His release on joining colleagues in urging Education Secretary Miguel Cardona to protect Jewish students on campus. Not on the card summary; recorded here with its date.
  • Our research reported that on December 18, 2025 he led the House counterpart to Senator Maggie Hassan's bill increasing Nonprofit Security Grant Program funding for houses of worship, and marked the claim uncorroborated. The senator's release did not open on 2026-09-08 and the claim could not be checked. The address, printed rather than linked because it does not open, is https://www.hassan.senate.gov/news/press-releases/senator-hassan-renews-push-to-pass-bipartisan-bill-to-improve-security-for-houses-of-worship

The race

  • [Undated; read 2026-09-08] Ballotpedia: "Incumbent Gus M. Bilirakis, Kimberly Overman, and Branden Scrivener are running in the general election for U.S. House Florida District 12 on November 3, 2026." The Republican primary was cancelled and he advanced from it unopposed. Kimberly Overman won the Democratic primary on August 18, 2026 with 52.7 percent, 21,667 votes to Darren McAuley's 19,450. His Ballotpedia page records that he assumed office in Florida's 12th District on January 3, 2013, after serving from 2007 in a previous district, and that he has not completed Ballotpedia's candidate survey.
  • [Position, 2026-04-29] His statement that he would seek re-election names affordability, tax policy, seniors and veterans, and no foreign policy of any kind.
  • [Undated; read 2026-09-08] His campaign site and its issues page, which carries eight headings: the cost of living, homeowners and flood insurance, legislative effectiveness, hurricane recovery in west Pasco, mental health and addiction, children's health and rare disease, public safety and the border, and supporting the Trump agenda. Israel, Gaza, antisemitism and foreign aid appear nowhere on the site.
  • [Position, 2026-08-12] WUSF's report on the primary records that his Pasco County based district has been extended into Hillsborough County, and quotes him at St. George Greek Orthodox Church: "They took me away from two red counties up north, as you know, Hernando and Citrus County, but thank God we kept Pasco County." The same report carries Kimberly Overman's answer to WUSF's 2026 Voter Guide, which is about affordability, healthcare and accountability.

Not on the card, and why

  • The October 9 and October 12, 2023 releases, the caucus relaunch of October 24, 2023 reported on November 10, 2023, and the October 27, 2023 joint caucus statement about President Erdogan: all four fall in the weeks this site keeps to the research page. They are above with their dates.
  • His statements about Iran, including the Iran section of his Foreign Affairs page, and the January 5, 2026 statement on Operation Absolute Resolve, which is about Venezuela rather than the Middle East: neither is an answer to what the United States sends to the government of Israel.
  • The Florida Politics opinion piece of March 2015 and the Hassan release of December 2025: neither could be opened, so neither claim could be checked.
  • The domestic material on his campaign site and in his press releases, which is most of both: out of scope, and listed above so the absence is checkable.
  • His endorsement from Pro-Israel America, recorded on the iVoterGuide profile: an endorsement is other people's recommendation rather than a statement by him, and the guide marks it as received after its own deadline.
  • Kimberly Overman's and Branden Scrivener's records: they belong on their own cards.
  • The recorded votes and the tracked funding totals: both are shown as badges on this card. He has published no statement about any of those votes, so none is characterized in the prose.
