But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check
Greg Steube
- Backed with $25K by PACs we track that support U.S. weapons funding for the government of Israel (lifetime)
- Endorsed by AIPAC
In May 2024 Steube objected that President Biden was withholding ammunition from the government of Israel. The House adopted his 2025 amendment requiring briefings on undelivered weapons transfers to that government. In 2024 he introduced legislation to permanently ban U.S. funding for the United Nations agency for Palestinian refugees.

Deep Dive
Greg Steube has represented Florida’s 17th District since January 3, 2019. The district covers most of Sarasota County, all of Charlotte County and part of Lee County, including part of Fort Myers. He served in the Florida House from 2010 and the Florida Senate from 2016, and before that in the U.S. Army as an airborne infantry officer and as a judge advocate general captain in Iraq. He sits on the Ways and Means Committee and the Permanent Select Committee on Intelligence. He is running for re-election on November 3, 2026 against Matthew Montavon and Michael Quirk.
On what the United States sends in weapons, his plainest words came in May 2024, when the administration paused a shipment of bombs. His congressional office republished a report of the reaction in which he said: “Biden is withholding crucial ammunitions from our ally Israel for his own personal political gain. How does this help release our American hostages?” In the same report he said the administration should stop appeasing what he called the terrorist sympathizers in the radical left wing of its party. Sixteen months later, on September 10, 2025, the House adopted six of his amendments to the annual defense authorization bill by voice vote. One of them requires Congress to be briefed on the status of deliveries to the government of Israel of any military aircraft or air-launched munitions that have been approved for transfer but are undelivered or only partly delivered; two others require annual reports on joint United States and Israeli production of the Arrow interceptor and on joint military exercises. He said the six provisions would strengthen national security and reinforce key alliances in the Middle East.
He has also opposed sending the money in one particular form. In February 2024, after the Senate passed a $95 billion package combining aid for Ukraine, Israel and the Indo-Pacific, he told Fox Business that the country did not need to be giving more money to a foreign government while there was an invasion at the southern border, and that the package would fund both sides of the war: “So why would we be funding that side of the war while funding the Israelis on their side of the war while funding the Ukrainians?” The same report records him saying the Senate would not consider a standalone Israel package “because they care more about Ukraine’s borders than they care about America’s borders.” He also called the package “DOA” in a post the Tampa Free Press quoted, on the ground that it did nothing for border security. Nothing he has published explains any of the recorded votes shown on this card, and his newsroom names none of the bills they were cast on.
On American money for Palestinians his position is a ban. On February 16, 2024 he introduced a bill to end United States funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East, the agency that provides schooling, health care and emergency aid to Palestinian refugees, and to move any unspent money to border wall construction. He said: “UNRWA blatantly supports Hamas. Americans are outraged that our tax dollars fund this antisemitic group.” He added that his legislation would prevent a single American dollar from funding the agency. Three years earlier, in a June 2021 Foreign Affairs Committee hearing, he asked Secretary of State Antony Blinken how he would ensure Hamas did not benefit from $110 million promised for rebuilding Gaza, and told the committee he had cosponsored a bill to repurpose remaining Gaza assistance for Israel’s Iron Dome. In September 2023 he offered amendments to the State Department spending bill barring assistance to the United Nations Educational, Scientific and Cultural Organization, to the Lebanese Armed Forces and to Iraq.
The rest of his record here is about other governments and institutions. In March 2022 he introduced a bipartisan bill to abolish the United Nations commission of inquiry on the Palestinian territories and Israel and to bar United States funding for it, legislation the American Israel Public Affairs Committee, a lobbying organization that works for close United States and Israel ties, supported. In April 2024 he led a letter objecting to a proposal to label goods from Israeli settlements in the West Bank as West Bank products rather than Israeli ones, saying it was “completely wrong that the administration is considering taking an official trade action to hurt Israel.” In June 2025 he introduced a bill to suspend direct assistance to South Africa and sanction its leaders over its genocide case against Israel at the International Court of Justice, which he called “nothing more than antisemitism wrapped in a bad-faith interpretation of international law.”
On antisemitism at home, his oldest published statement is from March 2019, when he introduced a resolution condemning remarks by Rep. Ilhan Omar after voting against a broader House resolution he said failed to name them. In February 2022, after incidents in Sarasota, he said the hatred was not just antisemitic but also anti-American. What he said in the weeks after October 7, 2023, his statements about Iran, and the rest of what our research found are on his research page.
The record
Supported sending weapons or funding in 6 of 6 tracked votes · Backs 0 of 1 tracked bills to restrict weapons transfers
How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.
Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 6 of 6 tracked votes.)

The notes behind this card: what we looked at, what we found, and where each item came from.
Our research for this card began with a search run on 2026-09-07, and every page below was opened and read on 2026-09-08. His congressional newsroom was read in full: all 882 items published between January 2019 and September 2026, press releases and In The News items together, each one searched for this subject. His Military and Foreign Affairs issues page, his campaign site, his Ballotpedia page, his iVoterGuide profile and the local coverage of his re-election bid were read as well. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. His recorded House votes and the tracked funding totals are shown as badges on this card and are not restated here.
U.S. military aid and weapons to the government of Israel
- [Position, 2024-05-09] The report his office republished under the heading “GOP Accuses Biden of Withholding Arms from Israel for ‘Personal Political Gain’ – Pandering to ‘Pro-Hamas Mob’”, carried from Breitbart News, on the administration’s pause of a shipment of 3,500 bombs. It quotes him: “Biden is withholding crucial ammunitions from our ally Israel for his own personal political gain. How does this help release our American hostages?” And, separately: “The Biden administration must stop appeasing the terrorist sympathizers in the radical left wing of their party.” And: “It’s far past time they take actions that help our American hostages and fulfill our commitment to help Israel defeat Iranian-backed terror.” The report gives these as posts of his; the posts themselves were not read here, and the words are recorded as the report prints them. Eighteen other Republican members and senators are quoted in the same report, and none of their words is used on this card.
- [Position, 2025-09-11; the vote was the previous day] His office’s account of six amendments the House adopted to the fiscal 2026 National Defense Authorization Act, H.R. 3838, all by voice vote. Amendment No. 4 “Requires Congress be briefed on the status of deliveries to the Government of Israel of any military aircraft or air-launched munitions that are approved for transfer but are either undelivered or only partially delivered.” Amendment No. 282 “Requires an annual report to Congress on cooperation between the United States and Israel to increase the production capacity and inventory of the Arrow interceptor.” Amendment No. 283 “Requires an annual report to Congress on U.S.-Israel military exercises, emphasizing the mutual benefit of the relationship between the United States and Israel.” The other three concern ceremonial horses, the annual report on the Iranian military, and chiropractic care on military installations. He is quoted: “I am pleased to announce the adoption and passage of six of my amendments in this year’s NDAA. These provisions will strengthen our national security, reinforce key alliances in the Middle East, and ensure greater support for our veterans and servicemembers. I look forward to seeing these measures deliver meaningful results for the American people both at home and abroad.” The release does not say whether the amendments survived into law.
- [Position, 2024-02-13] The Floridian’s report of his appearance on Fox Business’s The Bottom Line, republished by his office, on the $95 billion Senate foreign aid package for Ukraine, Israel and the Indo-Pacific. He is quoted: “I do not see our side doing that. I do not see some procedural maneuvers that they would do, and I am happy Speaker Johnson is not willing to bring this bill to the floor. And we do not need to be giving more money to a foreign government when we have an invasion at our southern border.” The report adds that he said the Senate would not consider a standalone package for Israel “because they care more about Ukraine’s borders than they care about America’s borders”, and that the package included funds that would go to Gaza and in turn to Hamas. It closes with: “So why would we be funding that side of the war while funding the Israelis on their side of the war while funding the Ukrainians? It makes absolutely no sense when the focus should be America first and the safety and security of the American people.”
- [Position, 2024-02-13] The Tampa Free Press report his office republished quotes a post of his on the same package: “The Senate foreign aid package isn’t America First. It’s not even America Last. America’s border security is nonexistent. Floridians are rightfully outraged at Washington’s focus on the largest single Ukraine aid package to date, while our own border is completely overrun. We must prioritize securing the Southern border, which has quickly become one of the top national security risks to our country. House leadership knows better than to bring this to the House floor. DOA.” The post itself was not read here.
- Nothing located in which he explains any of the recorded votes shown on this card. Every item his newsroom has published since January 2019 was read, and none of them names H.R. 6126, H.R. 7217, H.R. 8034, H.R. 8369, H.R. 8595 or the amendment striking $500 million for Israeli Cooperative Programs. The Foundation for Middle East Peace’s record of what members said about the July 15, 2026 vote on the Massie amendment does not name him either.
- [Earlier record, 2021-06-08] His account of questioning Secretary of State Antony Blinken at a Foreign Affairs Committee hearing. His own transcript records him saying: “I also cosponsored a bill that would enable any remaining funding appropriated for Gaza assistance to be repurposed for Israel to support the Iron Dome.” The release does not name the bill.
- [Earlier record, 2020-06-23] His office’s account of a letter to Israeli Prime Minister Benjamin Netanyahu signed by 116 House Republicans reaffirming the United States and Israel alliance and supporting the Trump administration’s peace plan. He is quoted: “While Democrats in Congress threaten to betray our alliance with Israel, Republicans are committed to standing up for our shared democratic principles. We stand with Israel now and always and will continue to recognize and support their sovereignty in making decisions.” The letter concerns recognition and sovereignty rather than aid.
U.S. aid to Palestinians
- [Position, 2024-02-16] His release announcing a bill to permanently ban United States funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East and to divert unspent funds to border wall construction. He is quoted at length, beginning: “UNRWA blatantly supports Hamas. Americans are outraged that our tax dollars fund this antisemitic group. UNRWA staff were directly implicated in the ruthless killing of Israeli civilians on October 7th, and reportedly procured weapons for Hamas and assisted with logistical operations.” And: “My legislation will prevent a single American dollar from funding UNRWA and divert any unspent funding to America’s national security by continuing border wall construction.” The release names five Republican cosponsors and a Senate companion bill introduced by Sen. John Kennedy on January 31, 2024. It records that the United States gave the agency $343 million in 2022. His office republished the Tampa Free Press report of the same bill on the same day.
- [Earlier record, 2021-06-08] The Blinken exchange described above, which is about American money for Gaza and the Palestinian Authority. He asked: “How do you plan on ensuring that Hamas does not benefit from $110 million in U.S. assistance?” and followed with: “Well how are you gonna do that if Hamas controls Gaza, how are you going to ensure that American taxpayer dollars are not going to be inadvertently directed to Hamas?” Blinken’s answers are printed in the same release.
- [Earlier record, 2023-09-26] His release on three amendments to H.R. 4665, the State, Foreign Operations and Related Programs Appropriations Act for 2024, barring assistance to the United Nations Educational, Scientific and Cultural Organization, to the Lebanese Armed Forces and to Iraq. The same release records that the bill carried part of his COI Elimination Act, restricting United States funding for the United Nations commission of inquiry on the Palestinian territories and Israel.
- [Earlier record, 2023-09-29] The Floridian’s report of his remarks on the House floor, republished by his office, quoting him: “It’s very interesting to me to stand up here and listen to my colleagues who talk about cutting spending, and that we have a deficit and that we have a spending problem in Washington. And they would rather prioritize monies to Iraq, to Lebanon to Palestine, to Ukraine, over the needs that we have in this country.” And: “Why would we do that? I just don’t understand why we would stand here in the current economic situation that we have in this country and send money to governments that hate us and try to kill us.”
- Nothing located about humanitarian aid to Gaza after February 2024, or about the aid pipeline, other than the February 2024 remark that the Senate package included funds that would go to Gaza and in turn to Hamas.
Characterization of the conflict
- [Position, 2024-04-07; reported 2024-04-08] The Tampa Free Press report of a post he made on the six-month anniversary of the October 7 attacks quotes him: “We stand firm in our support for Israel’s right to defend itself and reaffirm our unwavering commitment to eradicating Hamas and bringing home every single hostage.” The article says he posted it on the Sunday before publication, which was April 7, 2024. The surrounding paragraphs about a letter from Rep. Nancy Pelosi and others asking the president to halt weapons transfers are the reporter’s own context and carry no words of his. The post itself was not read here.
- [Position, 2025-07-25] The Floridian’s report on France’s recognition of a Palestinian state quotes him: “Grateful to have a Commander in Chief who doesn’t cater to Hamas’ demands.” And, separately: “The French could learn a thing or two from President Trump about peace through strength.”
- [Position, 2024-07-30] Fox Business published a Kudlow segment under the headline “Rep. Greg Steube: Israel has every right to defend itself and respond ‘in kind’”, described on the page as a reaction with Gen. Keith Kellogg to Israel claiming responsibility for a strike in Beirut. The page opened and the video was not watched, so the headline is the outlet’s wording and no words are attributed to him from it. The address is https://www.foxbusiness.com/video/6359642088112
- [Position, 2024-03-04] His release announcing that Gillian Kaye of Sarasota, stepmother of the hostage Sagui Dekel-Chen, would be his guest at the State of the Union. He is quoted: “Ms. Kaye’s presence at the State of the Union is integral to keeping national and international attention on bringing every single hostage home.”
- [Reaction window, 2023-11-01] Fox Business published a segment on The Bottom Line under the headline “Rep. Greg Steube: Republicans are off-setting Israel aid with ‘weaponized’ IRS agents”, summarised on the page as him saying a vote for Israel funding could put Democrats in a tough position. Not on the card summary; recorded here with its date. The page opened and the video was not watched. The address is https://www.foxbusiness.com/video/6340321052112
- [Reaction window, 2023-10-18] The Daily Caller report his office republished names him as an original cosponsor of the Safe Way Home Act, which would move funding from housing for people in the country illegally to bringing Americans home from Israel. None of the words quoted in the report are his. Not on the card summary; recorded here with its date.
Israel-related rhetoric and lobbying
- [Position, 2024-04-15] His release on a letter he led with Reps. Neal Dunn, Chuck Fleischmann and Andy Ogles objecting to a reported plan to reverse a Trump administration decision on the labelling of goods produced in Israeli settlements in the West Bank. He is quoted: “It’s completely wrong that the administration is considering taking an official trade action to hurt Israel. The U.S. is Israel’s single largest trade partner, and the Biden Administration should not do anything to jeopardize our robust relationship.” And: “It is commonsense for goods produced in certain areas of Judea and Samaria, also known as the ‘West Bank’ to labeled as ‘Made in Israel’ because Israel exercises relevant authorities in these areas.” The missing word in that second sentence is on the page. The release records support from the Coalition for Jewish Values, the Republican Jewish Coalition and the Zionist Organization of America, and prints statements from two of them. The Republican Jewish Coalition is a Republican organization that advocates for close United States and Israel ties; the Zionist Organization of America is one of the oldest pro-Israel membership organizations in the United States.
- [Position, 2025-06-17] His release announcing the Addressing Hostile and Antisemitic Conduct by the Republic of South Africa Act of 2025, which would suspend direct assistance to South Africa and impose sanctions on its political leaders. He is quoted: “It is clear as day that the Government of South Africa is unfairly targeting the State of Israel and inciting hostility towards the United States and our allies. South Africa’s purported grievances against Israel are nothing more than antisemitism wrapped in a bad-faith interpretation of international law.” And: “That is why I have proposed cutting off all direct assistance to South Africa and sanctioning their leaders until they stop abusing international institutions and catering to Iran and its terrorist proxies.” The release says the bill would codify parts of an executive order of 2025.
- [Earlier record, 2022-03-25] His release on H.R. 7223, the COI Elimination Act, introduced with Rep. Vicente Gonzalez and Rep. Joe Wilson, to abolish the United Nations commission of inquiry on the Palestinian territories and Israel and restrict American funding for it. He is quoted: “The ongoing anti-Israel commission formed by the UN’s discredited Human Rights Council directly obstructs peace in the Middle East and intentionally targets the only democracy in the region. Our U.S. tax dollars have no place funding an anti-Israel commission.” The release records that the American Israel Public Affairs Committee supports the bill. That committee is a lobbying organization that works for close United States and Israel ties.
- [Position, 2024-09-18] His release announcing the Preventing Armed Groups from Engaging in Radicalism Act, which would bar federal funds for the Lebanese Armed Forces until the Secretary of State certifies a list of conditions about Hezbollah. He is quoted: “Every dollar funneled to Lebanon is another resource aiding Hezbollah’s operations, undermining regional stability, and threatening Israel’s security.” He also says he filed the same amendment to the State Department spending bill for two years running and that members of both parties voted it down. He reintroduced the bill on March 5, 2025.
- [Position, 2026-06-05] His release on the No Safe Haven for Terrorist Families Act, introduced with Sen. Tom Cotton, which would revoke visas held by close relatives of designated terrorists. His own quoted words are about immigration and do not mention Israel; the word antisemitic appears in a statement by Rep. Elise Stefanik printed in the same release.
- The tracked funding totals on this record are shown as badges and are not restated here. Nothing located in which he speaks about donations from any organization on this subject.
Safety and antisemitism (context, not an answer to what America sends)
- [Earlier record, 2019-03-08 and 2019-03-14] His statement on voting against H.Res. 183: “Today, I voted against H. Res. 183 because it failed to specifically condemn the remarks made by Congresswoman Ilhan Omar (D-Minn.). Her vile, anti-Semitic remarks should have been specifically condemned in this resolution, but instead, my colleagues on the other side of the aisle decided to look the other way.” Six days later he introduced his own resolution condemning her remarks, saying: “That is why I’m introducing this resolution – so we as a body can come together in agreement to say anti-Semitism belongs nowhere in the halls of Congress or its Members.” Our research reported this through a Florida Politics account of March 15, 2019; that address did not open, and his own two releases were read instead.
- [Earlier record, 2022-02-20] His statement after antisemitic incidents in Sarasota: “What has happened in our community is reprehensible. In America, we hold dearly the freedom of religion.” And: “That’s why it’s so important we call this hatred for what it is – it’s not just Anti-Semitic. It’s also Anti-American.” The statement names the Unity Against Hate campaign and says he is praying for the Jewish community in Sarasota.
- [Position, 2025-05-30] His letter urging the Florida Board of Governors to reject Santa J. Ono as president of the University of Florida. His own quoted words are about Ono’s record and do not mention Israel or antisemitism; the release’s background section says Ono waited nearly three weeks to act after demonstrators disrupted the University of Michigan campus in May 2024.
What his campaign site and his issues page say
- [Undated; read 2026-09-08] His campaign site is a single page of biography, a donation form and a volunteer sign-up. It carries no issues section, and the words Israel, Gaza, Palestinian, antisemitism, foreign aid and weapons appear nowhere on it.
- [Undated; read 2026-09-08] His Military and Foreign Affairs issues page is about servicemember pay, recruitment, diversity programmes in the military, Pentagon funding for abortion-related expenses and military academy nominations. It mentions no country by name.
- [Position, 2024 cycle; the page is undated and was read 2026-09-08] His iVoterGuide profile records “Did not answer” against every question on the form, including “Is the United States’ relationship with Israel important, and if so why?” and the four-way question on American foreign policy. The profile’s biography, ratings and voting record are compiled by the guide rather than supplied by him. A wall of unanswered questions is a fact about the form, not about him.
The race
- [Undated; read 2026-09-08] Ballotpedia: “Incumbent Greg Steube, Matthew Montavon, and Michael Quirk are running in the general election for U.S. House Florida District 17 on November 3, 2026.” The Republican primary was cancelled and he advanced from it without appearing on the ballot. Matthew Montavon won the Democratic primary on August 18, 2026 with 55.3 percent, 27,102 votes to Allen Spence’s 21,871. Michael Quirk has no party affiliation. Stephanie Petersen-Soal, who had no party affiliation, is listed as withdrawn or disqualified. His Ballotpedia page gives January 3, 2019 as the start of his service and lists his committees for 2025 and 2026 as Ways and Means and the Permanent Select Committee on Intelligence.
- [Position, 2026-05-16] WSLR, the community radio station in Sarasota, broadcast a profile of his re-election bid. It reports that the 2026 redistricting moved his home out of the district he represents and that he is running anyway; that he did not respond to repeated interview requests; and, in the reporter’s own words, that he “embraces isolationism, advocating for America to withdraw from both NATO and the United Nations” and opposes military aid for Ukraine. Those are the station’s characterizations rather than his words, and none of them is used on this card. The same report quotes him on school safety saying of Israel: “They have armed people and hardened schools in all of their schools.” That is about American schools and is not an answer to what the United States sends.

Not on the card, and why
- The Fox Business appearance of November 1, 2023 and the Safe Way Home Act cosponsorship of October 18, 2023: both fall in the weeks this site keeps to the research page. They are above with their dates.
- His statements about Iran, including the amendment on the annual report on the Iranian military, the clause about Iranian-backed terror inside the May 2024 statement, and the Iran clauses in the South Africa and Lebanon bills: Iran is a different question from what the United States sends to the government of Israel.
- The two 2025 amendments about the Arrow interceptor and joint military exercises, and the 2021 remark about the Iron Dome: air and missile defence systems are set out above and in the deep dive and are kept off the front.
- The eighteen other members and senators quoted in the May 2024 report: their words are theirs.
- The reporter’s framing in the Tampa Free Press report of April 8, 2024, which describes a letter from Rep. Nancy Pelosi and others asking the president to halt weapons transfers: that is the article’s context, not a statement by him.
- WSLR’s characterizations of his foreign policy, and its account of his campaign finance: other people’s descriptions of him, recorded above with their source.
- The Ukraine, Afghanistan, China, Venezuela and Nigeria material in his newsroom, and the great majority of his releases, which are about disaster tax relief, veterans, immigration, guns and agriculture: out of scope.
- Matthew Montavon’s and Michael Quirk’s records: they belong on their own cards.
- The recorded votes and the tracked funding totals: both are shown as badges on this card. He has published nothing about any of those votes, so none is characterized in the prose.
