Deep Dive
Debbie Wasserman Schultz has served in the House since 2005. She held Florida’s 20th District until 2013, then the 23rd and the 25th, and after the state redrew its congressional map she ran in the 20th again. She won the Democratic primary on August 18, 2026 against four opponents, and faces Brent Andersen and Kedner Maxime on November 3. In June 2026 the House Democratic Caucus voted to place her on the Foreign Affairs Committee, and in late August she was named to its oversight and intelligence subcommittee.
Her fullest statements about American weapons and money come from May 2024, after the Biden administration paused a shipment of bombs. On May 10 she said she proudly supported the national security supplemental package that provided the government of Israel with the means to defend itself, and that she was relieved the administration had no plans to block weapons needed for the operation in Rafah, while warning that the public argument about the pause could embolden Hamas and Hezbollah. She was among the House Democrats who signed a letter telling the administration they were deeply concerned about the message the pause sent. Six days later the House passed a Republican bill to force the delivery and to withhold money from the State Department, the Defense Department and the National Security Council until it was made. She voted no, and gave her reason: the bill would threaten to defund the national security leadership, the military and the diplomats who work in support of Israel, and she remains committed to legislation and continued funding for that partnership. The Associated Press reported her calling the vote a move made to score cheap political points. A month earlier she had welcomed the supplemental itself, saying she was proud that a large bipartisan majority passed a strong security package for Ukraine, Israel and the Indo-Pacific.
The record behind those statements is long. In September 2023, before the war began, she condemned a Republican spending package that she said would cut foreign military financing and energy security cooperation for the government of Israel by $1 billion. In 2021 she pressed party leadership to bring missile defence money back as a standalone bill after it was stripped from a spending measure, telling Haaretz that there could be no gap in that ability to defend itself, and she signed a bipartisan letter asking the Defense Secretary to replenish the interceptors. In 2012, when she last represented this district, she applauded an additional $70 million for the same system. In March 2025 she and three Republicans reintroduced a bill extending the United States and Israel energy research partnership to 2034, which that release says is endorsed by the American Israel Public Affairs Committee, a lobbying organization that works to strengthen the United States relationship with the government of Israel.
On the conflict itself she has spoken often. In December 2024 she and Rep. Lois Frankel said Amnesty International’s report on Gaza fraudulently attributed genocidal intent to Israeli officials and the Israeli people at large. In July 2024 she said the International Court of Justice opinion reaffirms that the United Nations discriminates against Israel, and in May 2024 she said of the International Criminal Court prosecutor’s application that there is no equivalence between Israel and Hamas. She welcomed the hostage deal and ceasefire in January 2025, and in October 2025 she and the other co-chairs of the Abraham Accords Caucus, a bipartisan group formed to widen the 2020 normalisation agreements between Israel and several Arab states, welcomed the agreement to end the war in Gaza. In September 2025 she was one of four members who led a letter asking Secretary of State Marco Rubio to work with the Arab League on a deal to free the hostages and remove Hamas from power in Gaza. Her work on antisemitism, her statements about Iran, and her statements from the weeks after the October 7, 2023 attack are on her research page.

How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.
Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 5 of 6 tracked votes.)

U.S. military aid and weapons to the government of Israel
- [Position, 2024-05-10] Her statement on the delay in a U.S. weapons shipment. “In countless conversations with U.S. and Israeli officials, I have underscored the importance of resolving policy disagreements privately to maintain a united front against Hamas. Any perceived daylight between our governments emboldens our enemies, undermines Israel’s ability to destroy Hamas’ foothold in Gaza and could be detrimental to bringing home hostages safely.” “President Biden has been ironclad in his commitment to Israel over the last seven months. His Administration must stay the course and avoid any impression that our support is wavering.” “Targeting remaining Hamas fighters while minimizing harm to civilians will require the best of our combined efforts. I share the President’s concern for Palestinian civilians used as human shields and understand the risks posed by a full-scale invasion of Rafah. However, we must remember that Hamas is eager to sacrifice as many Palestinian lives as possible and wants to maximize the civilian toll of this operation as part of their cowardly PR campaign.” “While I was relieved to hear that the Administration has no plans to block weapons necessary to conduct Israel’s operation in Rafah, I worry that this public discourse could embolden Hamas, Hezbollah, the Houthis, and other Iran allied partners. It also may be detrimental to ongoing hostage negotiations.” “I spoke with senior national security White House officials yesterday and I was assured that President Biden remains committed to defeating Hamas and defending Israel, as he did directly as our Commander-in-Chief by ordering U.S. forces to take down Iranian suicide drones targeting Israel.” “I proudly supported President Biden’s national security supplemental package to provide Israel with the means to defend itself after six months of stalling from House Republicans, who attempted to condition aid to Israel on IRS cuts, draconian immigration proposals and slash aid by 30 percent through force of law and who have defunded programs to fight rising antisemitism.” “The President should clarify his stance publicly and the U.S. and Israel should resolve this miscommunication privately.”
- [Position, 2024-05-16] Her statement on her vote against H.R. 8369, the Israel Security Assistance Support Act, a bill that would have forced delivery of the paused shipment and withheld funding from the State Department, the Defense Department and the National Security Council until it happened. “Instead of uniting Congress in a bipartisan manner to defeat Hamas and unequivocally support Israel’s survival, House Republicans brought a divisive, unserious bill to the floor with the sole intention of dividing Americans and scoring cheap political points.” “Throughout my career and especially over the past seven months, I’ve provided unwavering support to Israel, its people, and the 130 hostages still held captive by Hamas.” “I have and will continue to proudly vote to back Israel’s right to defend itself through the supplemental assistance bills and support their fight to eradicate Hamas as a threat, as well as humanitarian aid for Gazans used as human shields by Hamas.” “This bill would make America and Israel less safe. Undermining American security undercuts Israeli security. Threatening to defund our national security leadership, our military, and our diplomats who work nonstop in support of our ally Israel, would be profoundly damaging to our security and our interests.” “This is not pro-Israel legislation. It is dangerous, cynical, and counterproductive. It takes aim at Israel’s strong bipartisan support instead of uniting against Hamas.” “Today’s vote was a partisan stunt, which Republicans hoped would paper over their failure to provide aid to Israel for six months. I remain committed to working with my colleagues across the aisle on legislation and continued funding for our historic and vital partnership with Israel. This legislation did not rise to that standard.”
- [Position, 2024-05-17] The Associated Press report of that vote, carried by Alabama Daily News. It records that the administration had put on hold a shipment of 3,500 bombs, some as large as 2,000 pounds, to discourage an offensive on Rafah; that roughly two dozen House Democrats signed a letter to the administration saying they were “deeply concerned about the message” sent by the pause; and that Wasserman Schultz signed that letter and then voted against the bill. She is quoted: “It’s being done to score cheap political points.”
- [Position, 2024-04-20] Her statement on passage of the national security supplemental bills: “After a dangerous, needless delay, I'm proud that a large, bipartisan majority of House Members passed a strong supplemental security package for our allies in Ukraine, Israel, and the Indo-Pacific. It was long overdue, as the Senate passed a similar package months ago. Yet I welcome Speaker Johnson's decision to end this horribly harmful holdup.” And: “With this critical aid, Ukraine can better meet the Putin’s merciless aggression. Israel can defend its people against relentless assaults from Hamas and Iran’s other proxies. And Taiwan can stand up to an antagonistic China, all while ushering humanitarian aid to vulnerable, desperate people in Gaza, Ukraine, Sudan, Haiti, and other global hotspots.” The sentence about Putin is as printed.
- [Position, 2025-03-21] Her release on reintroducing the BIRD Energy and U.S.-Israel Energy Center Reauthorization Act of 2025 with Reps. Buddy Carter, Joe Wilson and Brad Schneider, extending the United States and Israel energy research partnership through 2034. Her words: “For over a decade, the BIRD Energy program has demonstrated the power of collaboration between the U.S. and Israel in advancing clean energy solutions. By reauthorizing and expanding this successful initiative, we are doubling down on our commitment to innovation, energy security, and economic growth.” The release states that the legislation is endorsed by the American Israel Public Affairs Committee, a lobbying organization that works to strengthen the United States relationship with the government of Israel and whose affiliated political committees also give to candidates.
- [Earlier record, 2023-09-29] Her release condemning a Republican continuing resolution: “The vast majority of House Republicans just voted to kneecap foreign military financing and energy security cooperation for Israel, our most critical ally.” And: “This group that voted to cut Israel aid by $1 billion, with a “B,” includes almost every self-described ‘moderate Republican’ in this chamber. We will call out every Republican member who has backed off the promises they’ve made to their Jewish-American constituents in exchange for whatever Interim Speaker McCarthy promised them.” The quotation marks around the letter B are the release’s own.
- [Earlier record, 2021-09-23] Haaretz, “After Initial Embarrassment, pro-Israel Dems Celebrate Victory on Iron Dome Funding”, reproduced on her own newsroom, on the $1 billion standalone Iron Dome bill that passed 420 to 9 after the money was stripped from a stopgap spending bill. Her words to the paper: “The important thing here is that Israel needs to be able to defend herself by herself, and so passing this legislation today is essential because there can’t be any gap in Israel’s ability to do that.” And: “Leadership agreed right away, and that’s because we have overwhelming support in our caucus to support Israel, particularly Israel’s defense.”
- [Earlier record, 2021-06-02] The letter from 56 House members to Defense Secretary Lloyd Austin asking for replenishment of Iron Dome interceptors, led by Rep. Josh Gottheimer. Her name is in the published signatory list. The letter’s wording is collective, so nothing in it is attributed to her alone. It also sets out the framework the money runs through: the memorandum of understanding under which the United States pledged $3.8 billion a year in military assistance from fiscal 2019 to 2028, including $500 million a year for missile defence.
- [Earlier record, 2012-05-17] Her release applauding an additional $70 million for the Iron Dome system, issued when she represented this same district: “I applaud two significant developments today that strengthen Israel’s security: the passage of H.Res 568 in the House of Representatives, which stresses the importance of preventing a nuclear Iran, and the Obama Administration's announcement that we will provide Israel with an additional $70 million for the Iron Dome this year. Congress and the Administration have once again demonstrated that Israel's security is of paramount importance and America’s support of Israel is ironclad.”
- [Reaction window, 2023-10-30] Her statement on the Speaker’s conditions for Israel security aid: “Support for defending Israel should not come with conditions, be it cutting foreign military financing by 30% or offsetting aid in a time of crucial need.” Not on the card summary; recorded here with its date.
- [Reaction window, 2023-11-02] Her statement on the Israel security aid vote, which explains why she voted for a Republican bill she had criticised. Not on the card summary; recorded here with its date.
- [Reaction window, 2023-11-03] WLRN’s report of that vote, which quotes the same statement and records that she was one of four South Florida Democrats who voted for the bill. Not on the card summary; recorded here with its date.
- [Reaction window, 2023-11-13] Her statement on the Republican stopgap funding bill. Not on the card summary; recorded here with its date.
U.S. aid to Palestinians
- [Position, 2024-05-16] In her statement on the H.R. 8369 vote she says she will continue to support “humanitarian aid for Gazans used as human shields by Hamas”.
- [Position, 2024-04-20] In her statement on the supplemental she describes the package as “ushering humanitarian aid to vulnerable, desperate people in Gaza, Ukraine, Sudan, Haiti, and other global hotspots”.
- [Position, 2025-01-15] In her statement on the hostage deal and ceasefire she says she is hopeful the agreement will “allow for rapid delivery of aid to innocent Palestinians who have been victims of Hamas as well”.
- [Position, 2025-10-09] The Abraham Accords Caucus statement she co-signed welcomes an agreement to “end the war in Gaza, release the hostages, and surge aid into Gaza”. The wording is the four co-chairs’, so it is not attributed to her alone.
- Nothing was located from her about the United Nations Relief and Works Agency, or about the appropriations line for Palestinian assistance, at any date.
Characterization of the conflict
- [Position, 2024-05-20] Her statement on the International Criminal Court prosecutor’s application for arrest warrants: “There is no equivalence between Israel and Hamas. Equating a democratic state with a terror group that rapes, murders, delights in acts of genocide and eagerly aims to maximize civilian deaths demonstrates the ICC's gaping moral failure. No other nation is held to this standard.”
- [Position, 2024-07-19] Her statement on the International Court of Justice opinion: “Today’s ruling by the so-called ‘International Court of Justice’ reaffirms that the UN discriminates against Israel. They have consistently denied Israel’s legitimate security needs and the right to defend her people.” And: “The discussion about the borders of a future Palestinian state should be part of a two-state solution negotiated by Israelis and Palestinians. However, no path forward exists until Hamas releases the hostages and lays down its arms, so that Israelis can live in a safe and secure environment free from another terrorist threat from Hamas.”
- [Position, 2024-07-24] Her statement on Prime Minister Netanyahu’s address to a joint session of Congress: “Prime Minister Netanyahu rightly recognized the overwhelming support the Biden-Harris Administration and bipartisan Members of Congress provided Israel in the wake of the Oct. 7th attack.” And: “When I escorted him to his speech, I urged the Prime Minister to continue to work and affirm his commitment to achieving the Biden-Harris peace framework and secure the release of the hostages, including eight Americans. Unfortunately, I left his speech still seeking more details on what his plan is to deliver on those goals, and thought it was unnecessary for him to inject comment on U.S. domestic politics.”
- [Position, 2024-12-06] Her statement with Rep. Lois Frankel on Amnesty International’s report: “Amnesty International’s report relies on fraudulently attributing genocidal intent to Israeli officials and the Israeli people at large. The argument rests entirely on a politically driven revisionist definition of what constitutes a genocide, breaking with internationally accepted standards to reach Amnesty's desired conclusion.” And: “It will, however, cheapen the meaning of genocide. And tragically, it will likely discredit legitimate concern for the humanitarian crisis brought on by Hamas’ truly genocidal ambitions, routine abuse of civilians and hostages as human shields and willful disregard for the lives of Palestinians.” Amnesty International is an international human rights organization.
- [Position, 2025-01-15] Her statement on the hostage deal and ceasefire: “I hope that this deal can open the door for a long-term ceasefire where Gaza is free of Hamas rule, the beginning of Gaza’s reconstruction, and reinforcing Israel's security through normalization with Saudi Arabia and joint efforts to counter Iran. I look forward to supporting these efforts as a co-chair of the Abraham Accords Caucus and working with the Trump Administration to ensure complete implementation of this agreement.”
- [Position, 2025-09-26] The letter to Secretary of State Marco Rubio led by Rep. Jake Auchincloss with Wasserman Schultz, Rep. Greg Landsman and Rep. Tim Kennedy, signed by 30 Democrats, urging him to work with the Arab League on the release of the hostages, the removal of Hamas from power in Gaza and a de-escalation of the conflict. Her words: “With the world’s Arab countries now calling for the release of all hostages, Hamas’s disarmament, and a lasting two-state solution, we cannot miss the chance to broker an agreement.” And: “Secretary Rubio must step up to the plate and use every tool available to ensure a legitimate and lasting peace deal can be reached that brings the hostages home and allows Israel to be free of the terrorist threat on its doorstep."
- [Position, 2025-10-09] The Abraham Accords Caucus statement welcoming the Gaza agreement, signed by Reps. Brad Schneider, Ann Wagner, Wasserman Schultz and Craig Goldman. The Abraham Accords Caucus is a bipartisan group formed to widen the 2020 normalisation agreements between Israel and several Arab states.
- [Position, 2024-03-06] Her release with Rep. Kathy Manning on the United Nations report on Hamas gender-based violence, and [Position, 2024-02-15] her event with the Second Gentleman and the Israeli Ambassador on the same subject.
- [Reaction window, 2023-10-07] Her statement on the Hamas attacks. Not on the card summary; recorded here with its date.
- [Reaction window, 2024-01-09] The Sun Sentinel’s report of her Middle East trip, reproduced on her own newsroom. Not on the card summary; recorded here with its date.
- [Reaction window, 2024-01-19] The Jewish Telegraphic Agency’s report on 15 Jewish House Democrats criticising Prime Minister Netanyahu over the two-state solution. The report is explicit that Wasserman Schultz was not one of the 15 signatories: it names them, and reports separately that she “separately posted a tweet” reading “After the elimination of Hamas as a threat and the release of the hostages, a two-state solution is the path forward.” Not on the card summary; recorded here with its date.
Israel-related rhetoric and lobbying
- [Position, 2026-06-09] Her release on being placed on the House Foreign Affairs Committee by a unanimous vote of the House Democratic Caucus, alongside Reps. Mark Pocan and Wesley Bell. Her own words in it are about Latin America and the Caribbean and do not mention Israel: “South Florida is the gateway to Latin America and the Caribbean, and for our people, foreign policy is domestic policy for so many.”
- [Position, 2026-08-26 and 2026-08-27] The Guardian and Al Jazeera both reported the subcommittee assignments made in late August, under which Rep. Jared Moskowitz became the Democrats’ ranking member on the Middle East and North Africa subcommittee and Wasserman Schultz took a seat on the oversight and intelligence subcommittee. Both describe her as a supporter of the government of Israel who had just defeated a primary challenger critical of that support; The Guardian adds that the challenger criticised her acceptance of donations from the American Israel Public Affairs Committee. The Council on American-Islamic Relations, a Muslim civil rights organization, is quoted in both objecting to the appointments. None of this is her own speech, so it is recorded here rather than on the card, and what the tracked committees record is shown as a badge.
- [Earlier record, 2022-09-21] Axios, “Former DNC chair blasts Rashida Tlaib for Israel criticisms”, reporting her posts after Rep. Rashida Tlaib said progressives could not hold progressive values and back what Tlaib called Israel’s apartheid government. Wasserman Schultz wrote: “The outrageous progressive litmus test on Israel by [Tlaib] is nothing short of antisemitic”, and “Proud progressives do support Israel’s right to exist as a Jewish and democratic state. Suggesting otherwise is shameful and dangerous. Divisive rhetoric does not lead to peace.” The square brackets around Tlaib’s name are the reporter’s. The posts themselves were not read here, so they are carried as Axios reported them.
- [Undated; read 2026-09-08] Her campaign site and her biography page on it. Neither carries a foreign policy section, and the site has no issues page. The word Israel appears once, in the biography’s sentence about the Jewish American Heritage Month resolution she wrote with Senator Arlen Specter. The words Gaza, Palestinian, Hamas, weapons, arms and foreign aid appear nowhere on it.
Safety and antisemitism (context, not an answer to what America sends)
- [Position, 2026-04-30] Her release introducing the bipartisan Jewish American Heritage Month resolution with Reps. Mariannette Miller-Meeks, Troy Carter and Brian Fitzpatrick. She sponsored the original 2006 resolution with Senator Arlen Specter, which the Jewish Women’s Archive and the federal Jewish American Heritage Month site both record.
- [Position, 2026-05-14] The Combat Antisemitism Movement’s report of the resolution passing quotes what she told JNS: “making sure that the House of Representatives is united in expressing its opposition and concerns about antisemitism and supporting and celebrating the contribution to the Jewish people to the success of America, especially in the 250th anniversary, is really important.” The Combat Antisemitism Movement is an advocacy coalition working against antisemitism; JNS is a Jewish news agency.
- [Position, 2026-03-16] Her press conference with Jewish community and law enforcement leaders on security at houses of worship: “Hurt, frustrated and confused people become radicalized. And all too often, it’s religious minorities who bear the cost.” “Protecting houses of worship is necessary but not sufficient. We need to attack the root cause – anti-Jewish hatred – by educating ourselves and holding our leaders accountable.” The same release describes her letter about delays in the Nonprofit Security Grant Program.
- [Position, 2024-05-23] The Sun Sentinel’s report of a Broward antisemitism symposium, reproduced on her own newsroom, quoting her on “massive rises in antisemitism” and on consistent and systematic organized attacks. The ellipsis inside that quotation is the reporter’s.
- [Position, 2025-12-18] The U.S. Commission on Civil Rights announcement of its campus antisemitism investigation. It records that the effort followed a bipartisan request from more than two dozen members of Congress led by Reps. Jake Auchincloss, Kevin Kiley and Wasserman Schultz, that the Commission decided unanimously in January 2025 to undertake it, and that the public briefing was set for February 19, 2026.
- [Earlier record, 2023-02-06] Her release on the letters the Interparliamentary Task Force to Combat Online Antisemitism sent to Meta, Twitter, YouTube and TikTok, which recommend among other things adopting the International Holocaust Remembrance Alliance working definition of antisemitism for content moderation. Her words: “The algorithms governing these platforms have provided unprecedented reach to those who espouse antisemitic beliefs, with serious consequences for the global Jewish community.”
- [Earlier record, 2020-09-29] Rep. Chris Smith’s release announcing the founding of that task force, which names her as a co-chair and quotes her: “The scourge of rising anti-Semitism knows no borders, and its poisonous proliferation online fuels this infectious hatred.”
- [Earlier record, 2023-05-25] The American Presidency Project’s collection of reactions to the first U.S. National Strategy to Counter Antisemitism carries her statement in full, sourced there to a thread she posted on May 25, 2023.
- [Reaction window, 2023-11-21] Her release with Rep. Brian Fitzpatrick urging appropriators to fund the fight against antisemitism, and [Reaction window, 2023-11-02] the Latino-Jewish Caucus statement on Chile, Colombia and Bolivia. Not on the card summary; recorded here with their dates.
The race
- [Position, read 2026-09-08] Ballotpedia: “Incumbent Debbie Wasserman Schultz, Brent Andersen, and Kedner Maxime are running in the general election for U.S. House Florida District 20 on November 3, 2026.” Maxime is the Independent Party of Florida candidate. She defeated Dale Holness, Elijah Manley, Sheila Cherfilus-McCormick and Luther Campbell in the Democratic primary on August 18, 2026.
- [Position, 2026-08-18] WLRN’s report of the primary. It records that she took about 45 percent of roughly 30,000 Democratic votes, that Holness was second with about 23 percent, and that she faced criticism from Black political leaders for entering the race after her own district was redrawn. Israel is not mentioned in the report.
Not on the card, and why
- Her statements from October 2023, November 2023 and January 2024: they fall in the weeks this site records here rather than on cards. They are set out above with their dates.
- Her statements about Iran, including the February 2026 statement on strikes on Iran and the March 2026 statement on the Iran war powers resolution: Iran is a different question from what the United States sends to the government of Israel. The sentences about Iran inside her May 2024 statements are quoted above in full because they are part of what she said.
- Her missile defence material from 2012 and 2021: a defensive system is not discussed in the 50-word section at the top of the card. It is in the deep dive and set out above in full.
- The antisemitism material: context, and none of it answers what the United States sends. It is set out above.
- The Guardian and Al Jazeera reports and the Council on American-Islamic Relations statement: other people’s accounts of her rather than her own words. What the tracked committees record is shown as a badge on this card rather than written in prose.
- The Amnesty International, International Court of Justice and International Criminal Court statements: characterizations of the conflict, which the deep dive carries; they are not statements about American weapons or money.
- Her appropriations and Venezuela releases of January 2026, including the funding package and her floor remarks on H.Con.Res.68: out of scope.
- Brent Andersen’s record and Kedner Maxime’s: they belong on their own cards.
