But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check
John H. Rutherford
- Backed with $26K by PACs we track that support U.S. weapons funding for the government of Israel (lifetime)
- Endorsed by AIPAC
- Sits on House Appropriations
In a January 2025 opinion piece with two Appropriations colleagues, Rutherford wrote that the government of Israel needs munitions and unwavering support from allied countries. In April 2026 he joined a bill to expand joint United States and Israeli defense technology development.

Deep Dive
John Rutherford has represented Florida's 5th District, which covers Duval County south and east of the St. Johns River and northern St. Johns County, since January 2017, and he sits on the House Appropriations Committee. He was Sheriff of Jacksonville for twelve years before that. He is seeking a sixth term on November 3, 2026 against Rachel Grage.
He set out his view at length on January 4, 2025, in an opinion piece written with Appropriations Chairman Tom Cole of Oklahoma and Rep. Mark Alford of Missouri, published in The Times of Israel and carried in full on the committee's own site. The three of them wrote that the government of Israel needs munitions and unwavering support from allied countries, that the United States had made its stance clear through the passage of multiple bills, including artillery and munitions procurement through the Foreign Military Financing Program, and that the United States must remain in lockstep with the government of Israel and other regional allies. Nine months earlier, explaining the April 2024 national security package, he said he had voted to invest in United States weapons stockpiles and to support American military missions near areas of concern, and his office's list of what those bills did opens with supporting Israel in their fight to protect themselves.
The same commitment turns up in his own accounts of the spending bills he helps write. On June 28, 2024 he said the fiscal 2025 defense bill would refocus the Pentagon on equipping a combat-ready military force, countering China and other adversaries, and supporting our allies like Israel. On January 14, 2026, after the House passed the fiscal 2026 bill covering the State Department and foreign operations, his office listed standing by allies including Israel, Jordan, Egypt and Taiwan among his priorities in it. And on April 28, 2026 he became a cosponsor of the United States-Israel FUTURES Act, a bill from Rep. Ronny Jackson of Texas and Rep. Don Davis of North Carolina that would set up a United States-Israel Defense Technology Cooperation Initiative in the Defense Department for joint research, co-production, and the integration of Israeli-origin defense technology into American military systems.
On what the United States sends Palestinians, the one thing he has said points the other way. His statement on the fiscal 2026 defense bill, on July 18, 2025, counts among its achievements that it would end funding for the United Nations Relief and Works Agency, the United Nations agency for Palestinian refugees. Nothing was found in which he addresses humanitarian funding for Gaza at any date. In late October 2024 he travelled to Israel on a bipartisan Appropriations delegation led by Cole and met Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant and Foreign Minister Israel Katz for briefings on military operations and on efforts to free the hostages. His cosponsorship of the Antisemitism Awareness Act and of a resolution condemning the slogan "globalize the intifada", his statements on Iran, and what he said in the weeks after October 7, 2023 are all on his research page.

How this mark works
We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.
See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.
Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 6 of 6 tracked votes.)

Research log
The notes behind this card: what we looked at, what we found, and where each item came from.
Our research for this card began with a search run on 2026-09-07, and every page below was opened and read on 2026-09-07 and 2026-09-08. His congressional newsroom was read back through August 2023, his "In the News" listing in full, and his campaign site in full. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. His recorded House votes and the tracked funding total are shown as badges on this card and are not restated here.
U.S. military aid and weapons to the government of Israel
- [Position, 2025-01-04] The opinion piece by Tom Cole, John Rutherford and Mark Alford, carried in full on the House Appropriations Committee site, headed "Israel is Fighting for its Existence - US Support Must Remain Ironclad" and dated January 4, 2025 above the three bylines. The committee posted it on January 6, 2025. Its central passage: "To be successful in the fight against this axis of terror, Israel needs munitions and unwavering support from allied countries. The United States, through the passage of multiple bills to support our great ally, has made its stance clear. We have provided support for Israel's missile defense, including for the Iron Dome, David's Sling, and Arrow systems, artillery, and munitions procurement through the Foreign Military Financing Program, and support of US military operations responding to Iranian-backed terror." And: "The United States must remain in lockstep with Israel and other regional allies in efforts to eradicate the forces of evil that threaten the safety and security of our nations." The piece also describes the October 2024 delegation and closes on the three authors' role on the Appropriations Committee "in ensuring peace through strength". The Times of Israel address our research supplied did not open; the committee's copy carries the full text.
- [Position, 2024-04-20] His own statement on the House passage of the national security package: "Protecting Americans and providing for our national defense is the fundamental duty of the federal government. As deadly and violent conflicts escalate on three world stages, I voted in support of the national security package passed today by the House to invest in U.S. weapons stockpiles and support U.S. military missions near areas of concern." The list that follows opens with "support Israel in their fight to protect themselves from Iran and its proxies." and goes on to Ukraine, the Indo-Pacific, sanctions, fentanyl, Russian assets and TikTok.
- [Position, 2024-06-13 and 2024-06-28] His two statements on the fiscal 2025 defense appropriations bill, on the committee markup and on House passage, both say the bill refocuses the Department of Defense on "equipping a combat-ready military force, countering China and other adversaries, investing in innovation within our military, and supporting our allies like Israel." The June 13 version says "the Chinese Communist Party" where the June 28 version says "China"; the clause about Israel is identical in both.
- [Position, 2026-01-14] His statement on the fiscal 2026 Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, which he voted for. Under "Included in this legislation are Rutherford's priorities to:" the list includes "Stand by our allies, including Israel, Jordan, Egypt, and Taiwan" and "Force accountability at the United Nations".
- [Position, 2026-04-28] GovTrack's cosponsor record for H.R. 7540, the United States-Israel FUTURES Act of 2026, which lists "Rutherford, John [R-FL5, 2023-2026]" joining on April 28, 2026, among 51 cosponsors. The bill's own text was introduced on February 12, 2026 by Rep. Ronny Jackson of Texas with Rep. Don Davis of North Carolina, and would direct the Secretary of Defense to establish a "United States-Israel Defense Technology Cooperation Initiative" covering counter-unmanned systems, anti-tunneling, missile and air defense, artificial intelligence, directed energy, cyber defense, biotechnology and "Defense industrial base cooperation, manufacturing, and co-production". Its findings recite the September 14, 2016 ten-year memorandum of understanding on annual United States military assistance to Israel and say the two countries "must expand cooperation in emerging domains" to maintain Israel's qualitative military edge.
- [Position, 2024-06-14, 2025-12-10 and 2026-01-22] His statements on the fiscal 2025 and fiscal 2026 National Defense Authorization Acts and on the final four fiscal 2026 appropriations bills contain no reference to Israel at all.
- Nothing was found in which he explains either of his two recorded votes against amendments that would have cut this aid. The Foundation for Middle East Peace's compilation of members on the record about the July 15, 2026 House vote on the Massie amendment does not name him.
U.S. aid to Palestinians
- [Position, 2025-07-18] His statement on House passage of the fiscal 2026 Defense Appropriations Act: "Finally, this bill codifies executive actions taken by President Trump and his administration to end discriminatory Diversity, Equity, and Inclusion (DEI) programs, restore free speech, prohibit Department of Defense funded sex-change surgeries, end funding for organizations that act contrary to U.S. interests like the United Nations Relief and Works Agency, and prohibit federal funding for abortion-related travel."
- Nothing else located, at any date. No statement on Gaza humanitarian funding, on the aid pipeline into Gaza, or on the wider Palestinian assistance accounts was found in his newsroom, in his "In the News" listing, on his campaign site, or in the coverage read for this card.
Characterization of the conflict
- [Position, 2025-01-04] The Cole, Rutherford and Alford opinion piece describes the October 7, 2023 attack: "It marked the deadliest day in the country's history and the largest massacre of Jewish people since the Holocaust." It calls the Middle East "a tinderbox of tension", says "Israel is on the brink of full-scale war", and names Iran, Hamas, Hezbollah and the Houthis as the sources of the threat.
- [Reaction window, 2023-11-10] WLRN's interview on The Florida Roundup, in which he said: "I honestly believe that had President Trump been really elected [in 2020], we wouldn't be in the Ukraine right now. Hamas would not have attacked Israel. And I don't think China would be looking to Taiwan." The bracketed words are the outlet's. Not on the card summary; recorded here with its date.
- Our research also reported statements on his official Facebook page on October 15, 2023 and October 1, 2024 about Hamas, Islamic Jihad and an Iranian missile attack. The addresses it supplied for both are posts on other members' pages and on a television station's page, not his; see the section below on what could not be read. His own Facebook page was not read here and nothing is claimed from either report.
Israel-related rhetoric and lobbying
- [Undated; read 2026-09-08] The Congressional Israel Allies Caucus membership list hosted by Rep. Brad Sherman's office names "Rep. John Rutherford (R-FL)" among its members. The page describes the caucus as "the only bipartisan, pro-Israel caucus (working group) in the U.S. House of Representatives", founded in 2006. The list also names several members who have since left Congress, so it carries no date that can be relied on and is recorded here rather than on the card.
- [Position, 2024-06-17] Agudath Israel of America's account of a Florida delegation to Washington, which names him among the members the delegates met. Agudath Israel of America is an Orthodox Jewish communal organization that represents its constituency before government. The article says the meetings covered "support for Israel in its war against Hamas, the return of the hostages, the alarming rise of antisemitism, and the need for increasing the federal nonprofit security grant program to at least $400 million". Every quotation in it belongs to the organization's own officials, not to him.
- [Position, 2024-10-30] Chairman Tom Cole's release on the delegation: "Cole was joined by House Appropriations Ranking Member Rosa DeLauro (D-CT) and Representatives John Rutherford (R-FL), Ed Case (D-HI), and Mark Alford (R-MO)." In Israel the group met Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant and Foreign Minister Israel Katz, received briefings on military operations and on efforts to rescue hostages, and laid a wreath at Mount Herzl. Arab Center Washington DC's weekly legislative summary of November 4, 2024 reports the same trip and the same names.
- The tracked funding total on this record is shown as a badge and is not restated here.
Safety and antisemitism (context, not an answer to what America sends)
- [Position, 2025-01-04] The opinion piece: "Antisemitic rhetoric, much less actions, has no place in this world, and it's critically important to the security and strength of both of our nations that the US-Israel relationship remains strong." The same passage describes chants of "death to Israel, death to America" at American protests and rising antisemitism on United States college campuses.
- [Position, 2025-02-05] Rep. Mike Lawler's release reintroducing the Antisemitism Awareness Act lists "John Rutherford (FL-05)" among the additional cosponsors. The bill would require the Department of Education to use the International Holocaust Remembrance Alliance working definition of antisemitism when enforcing federal anti-discrimination law. Every quotation in the release belongs to other members. InsiderNJ carried Rep. Josh Gottheimer's version of the same announcement.
- [Position, 2025-07-21] The Algemeiner's report on House Resolution 588, a resolution introduced by Reps. Rudy Yakym and Josh Gottheimer condemning the slogan "globalize the intifada", names "John Rutherford (R-FL)" among the twelve cosponsors. No words in the article are his.
- [Reaction window, 2023-10-25] Our research reported that he signed a bicameral Republican letter to the Mayor of Washington, D.C. asking that Black Lives Matter Plaza be renamed, and quoted a sentence from it. The only address offered is a release from Senator Bill Cassidy's office, which could not be opened on 2026-09-08. The signatory list could not be checked and the sentence could not be verified, so neither is written on the card. The address, printed rather than linked because it does not open, is https://www.cassidy.senate.gov/newsroom/press-releases/cassidy-rubio-banks-20-republican-members-insist-dc-rename-plaza-following-blm-pro-hamas-rhetoric/
The race
- [Undated; read 2026-09-08] Ballotpedia: "Incumbent John Rutherford, Rachel Grage, and William Upham are running in the general election for U.S. House Florida District 5 on November 3, 2026." He defeated Mark Kaye in the Republican primary on August 18, 2026 with 67.7 percent. William Upham is a write-in candidate with no party affiliation.
- [Position, 2026-07-29; updated 2026-08-25] News4Jax's voter's guide questionnaire for this district, published with each candidate's answers as submitted. Asked for the top three issues in the race, he named the southern border, the cost of living, and Northeast Florida's economy and military installations. The guide asks nothing about foreign policy, so its silence on this subject is a fact about the form.
- [Undated; read 2026-09-08] His campaign's priorities page sets out six headings: making life affordable, supporting the military and veterans, creating jobs, making communities safer, quality of life, and healthcare. None of them mentions Israel, Gaza, foreign aid or foreign policy of any kind.
- [Undated; read 2026-09-08] His iVoterGuide profile records "Did not answer" against every question on the form, including "The United States should help defend Israel from attack by its enemies." A wall of unanswered questions is a fact about the guide, not about him.
Places that could not be read, so nothing is claimed from them
- The Senator Bill Cassidy release described above, https://www.cassidy.senate.gov/newsroom/press-releases/cassidy-rubio-banks-20-republican-members-insist-dc-rename-plaza-following-blm-pro-hamas-rhetoric/ , which could not be opened.
- The Times of Israel blogs index our research offered for the January 2025 opinion piece, https://www.timesofisrael.com/the-blogs-edition/2025-01-09/ , which refused. The committee's full copy of the same piece was read instead.
- Three addresses our research supplied as sources for statements it attributed to him are Facebook posts on other accounts: a television station's page, https://www.facebook.com/foxokc/posts/house-lawmakers-narrowly-passed-a-115-trillion-annual-defense-policy-bill-on-wed/1456508036522395/ ; Rep. Tom Cole's page, https://www.facebook.com/TomColeOK04/posts/israel-our-greatest-ally-in-the-middle-east-and-the-only-democracy-in-the-region/1078669586953838/ . None opens, none is his account, and nothing is drawn from any of them.
- His own accounts on Facebook, X and Instagram, linked from his campaign site, were not read here.
Not on the card, and why
- The November 10, 2023 WLRN interview: it falls in the weeks this site keeps to the research page. It is above with its date.
- The October 2023 letter about Black Lives Matter Plaza: its only address does not open, so neither the signature nor the sentence quoted from it could be checked, and its date falls in the same weeks. It is above.
- His statements on Iran, including the June 2025 statement on United States strikes on Iranian nuclear sites and the February 2026 statement on Operation Epic Fury: Iran is a different question from what the United States sends to the government of Israel. Both are in the source list below.
- The two reports resting only on Facebook posts on other people's pages: the accounts are not his and the pages do not open.
- The Israel Allies Caucus listing: the page carries no date that can be relied on and lists members who have left Congress, so it is recorded rather than stated as a current fact.
- The Agudath Israel and Arab Center Washington DC items, beyond the sentences that name him: they are other organizations' words.
- The passage of the January 2025 opinion piece about missile defense systems: it is quoted in full above, and the front carries the artillery and munitions clause from the same sentence instead.
- The recorded votes and the tracked funding total: both are shown as badges on this card.
