Deep Dive

Marshall is Kansas' junior senator and is running for another term. His votes point one way on the arms-sale question: every time the Senate was asked whether to take up a resolution disapproving a specific weapons sale to the government of Israel, he voted no, which was a vote against blocking the sale. The sales were 120-millimeter tank rounds, high-explosive mortar rounds and JDAM bomb guidance kits in November 2024, roughly $8.8 billion of bombs and guidance kits in April 2025 including $2.04 billion of 2,000-pound bombs, 1,000-pound bombs with JDAM kits and automatic rifles in July 2025, and armored bulldozers and 1,000-pound bombs in April 2026.

One vote of his does not fit that pattern. On the 2024 supplemental that combined military aid for the government of Israel with aid for Ukraine and Taiwan, he voted no, against a bill a large bipartisan majority passed. Eight days earlier, he had asked the Senate for standalone aid instead, urging it to pass "the bipartisan House passed Israel aid bill" and saying: "As for me and my family and my colleagues, we choose Israel."

In May 2024, after reports that the administration had put an ammunition shipment on hold ahead of the Rafah operation, he wrote to President Biden demanding an explanation. In the letter he wrote that "You and your Administration have repeatedly abandoned Israel" and that "I believe the world should know exactly where you stand with Israel", and he asked whether it had been rerouted to Ukraine. Newsweek quoted his post afterwards: "Catering to his pro-terrorist, pro-Hamas faction of his party, Joe Biden is blocking aid to Israel. We are demanding answers."

On U.S. money for Palestinians, the one statement in his own words is from 2021: at a Capitol press conference he counted "hundreds of millions of dollars" handed out to Palestinians among the signals he said had emboldened Hamas and Iran. In September 2024 he signed a group letter to President Biden that faulted the administration for "restoring funding to the Palestinian Authority and the Hamas accomplices in UNRWA". U.S. military aid and weapons to Israel

• [Position, 2024-04-15] On the Senate floor, eight days before the vote on the combined package, he called for immediate passage of standalone aid for the government of Israel by unanimous consent, with Senator Marsha Blackburn; his office's release says Senate Democrats blocked it. Verified verbatim from the release: "A friend in need is a friend indeed. So today, we’re here once again offering an olive branch to pass the bipartisan House passed Israel aid bill that can be signed by the President tonight. ... It’s time to show where America stands. Is it with Iran and Hamas? Or is it with Israel? It has to be one or the other. You can’t choose both. As for me and my family and my colleagues, we choose Israel."
• [Position, 2024-05-07] Letter to the president after an ammunition shipment to the Israel Defense Forces was held ahead of the Rafah operation, reported by Newsweek, which read the letter. Verified verbatim as the outlet quotes them: he wrote that the president had "repeatedly abandoned Israel" and "I believe the world should know exactly where you stand with Israel." • [Position, 2024-08-02] He signed a Senate Republican letter led by Senator Tom Cotton that protested "your administration’s partial arms embargo against Israel", named his May 6, 2024 letter among the inquiries it said the administration had ignored, and asked: "We urge you to use every available emergency authority to expedite the physical delivery of all weapons and ammunition to Israel that have been approved by Congress." It is a group letter, so the words are the signers' jointly, not his alone.
• [Reaction window, 2023-10-26] He introduced the Israel Supplemental Appropriations Act of 2023 with three colleagues, a standalone $14.3 billion bill, on his own Senate press site. The release states the bill "ensures that funding for Israel is not coupled with billions of additional dollars in aid to Ukraine" and blocks the administration "from leveraging aid to Israel for more Ukraine funding". His own words, verified verbatim: "My colleagues and I firmly believe that any aid to Israel should not be used as leverage to send tens of billions of dollars to Ukraine. • [Position, 2024 to 2026] Ten recorded votes, cross-checked one by one against the official Senate roll-call pages, for example S.J.Res. 111 and S.J.Res. 138. Nine are votes against taking up resolutions that would have blocked a specific U.S. arms sale to the government of Israel. The tenth is a vote against the 2024 national security supplemental, the bill that combined military aid for the government of Israel with aid for Ukraine and Taiwan, and which passed.

U.S. aid to Palestinians

All of these are signals to Iran and Hamas: go ahead, full speed ahead." Predates the period this site tracks. It is the only statement in his own words located on U.S. money for Palestinians.
• [Position, 2024-09-27] He joined Senator Tom Cotton and Representative Elise Stefanik in a group letter to President Biden on Iran policy. • [Position, 2024-11-13] He is a cosponsor of a bill to cut U.S. funding to any United Nations agency that restricts the government of Israel's participation. The lead sponsors' release lists him among thirty-two cosponsors. It reaches U.S. money through United Nations procedure rather than through aid itself, which is why it sits here and not on the card. A legislative news feed carries the same announcement.
• [Position, 2024-07-30] A press briefing in which he called the administration's diplomacy on the war "empty words & very few actions". No transcript of the briefing was found, so those words are not confirmed.
• The American Jewish Congress's political guide carried a profile of him recording his cosponsorship of anti-boycott legislation across his time in Congress. That page no longer opens (checked 2026-09-25), so the claim has no live source and nothing from it is relied on here. It was an advocacy compilation rather than a statement of his.
