On April 23, 2024 Markey voted Yea on the motion to concur in the national-security supplemental, H.R. 815, which passed 79-18 and increased U.S. weapons and aid; the next day he said all security assistance to Israel 'must adhere to international human rights law, U.S. law, and the law of armed conflict' and called on Congress to see that the conditions on that aid were 'monitored, implemented, and enforced.' Since then he has voted Yea on every one of the nine Senate joint resolutions of disapproval on proposed arms transfers to Israel that the project tracks — S.J.Res. 111, 113 and 115 on November 20, 2024; S.J.Res. 26 and 33 on April 3, 2025; S.J.Res. 34 and 41 on July 30, 2025; and S.J.Res. 32 and 138 on April 15, 2026 — each of which was a vote to block a sale, and all nine of which failed. Explaining the first of those votes on November 20, 2024, he said 'the U.S. strategy of giving the Netanyahu government a blank check for offensive weapons cannot continue,' while distinguishing offensive munitions from defensive systems such as Iron Dome, which he said he continues to support. He gave the same reasoning in April 2025 and July 2025, objecting specifically to Joint Direct Attack Munitions and large bombs as going 'beyond what is needed for Israel's current defense.' By April 15, 2026 his floor remarks went further, tying the sales to a U.S.-Israeli war with Iran: 'We must stop these arms sales and end this war now.' Massachusetts Peace Action endorsed him for re-election on May 15, 2026, citing his votes 'to cut off weapons shipments to Israel.'
