Wes Moore
Moore, governor since 2023, casts no votes on federal aid to Israel; his record is state-level and rhetorical. He pledged as a 2022 candidate to keep Maryland's anti-boycott contracting order, and days after the October 7, 2023 attacks said "the State of Maryland stands in lockstep" with U.S. backing of Israel. Beginning in May 2026, while affirming Israel's right to exist, he accused Prime Minister Netanyahu of committing war crimes over the use of food as a weapon in Gaza — criticism aimed at Israel's leader rather than at U.S. aid, which he has not proposed cutting or conditioning. Maryland's pension fund sold most of its Israel bonds in 2025–26, but that decision was made by the independent pension board, which denied any divestment policy; Moore took no public position on it.
