But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Nancy Wallace

Green · U.S. House, Maryland District 8
–
How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. We have not finished reviewing this candidate's public record yet.

Nothing located has Wallace addressing U.S. weapons or money for the government of Israel, or U.S. aid to Palestinians. Her 2026 League of Women Voters answer says “War, and massive arms sales overseas, and military buildup is the opposite of civilization”, naming no country.

Deep Dive

Nancy Wallace, a former environmental lobbyist who grew up in Bethesda, is the Green Party nominee in Maryland’s 8th District. She was the Green nominee for governor in 2022 and ran for this seat in 2016 and 2024, losing both times to Jamie Raskin, now the sitting member. On November 3 she faces Raskin and the Republican Cheryl Riley again. She has never held office, so there are no votes on this record.

The one statement of hers that reaches weapons is her 2026 answer to the League of Women Voters on the United States’ role in the world: “The US should be supporting our core values that are the foundation of our country internally - equality of women and girls, education, free elections, reproductive health care for women, and otherwise centering empowerment of women in our assistance and positions in international organizations. War, and massive arms sales overseas, and military buildup is the opposite of civilization. We should focus on the building blocks of peace, and use climate change to inspire the world to work together.” It names no country. Her campaign’s foreign policy page puts the survival of women and girls first and asks for more international aid to women’s organizations; it does not mention Israel, Gaza or Palestinians.

A Montgomery County advocacy guide records no response from her on the Block the Bombs Act, a House bill to restrict transfers of certain offensive weapons to the government of Israel, or on a House resolution on Gaza. The rest of what was read is on her research page.

Ask Wallace what she would vote to send, and send us the reply: it goes on this page in her own words.

In their words

“War, and massive arms sales overseas, and military buildup is the opposite of civilization. We should focus on the building blocks of peace, and use climate change to inspire the world to work together.”

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page below was opened and read on 2026-10-06 unless the entry says otherwise. Her campaign site was read page by page: home, Meet Nancy, Issues, Foreign Policy, Women and Girls’ Survival, Federal Tax Reform, Community Peace, Endorsements, Join and the Green Party page. Much of the site’s text predates this campaign (its climate plank sets a target “by 2020”), and it is recorded on the date we read it. Her Ballotpedia page, two iVoterGuide profiles, the League of Women Voters guide for Montgomery County, Watermelon Ballot, and two reports on the Green Party’s nominees were read in full. She has held no office, so none of the congressional votes this site tracks is hers, and no funding from the committees this site tracks is recorded on this record. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated.

U.S. military aid and weapons to the government of Israel

  • Nothing located, at any date. No statement by her about weapons transfers to the government of Israel, Foreign Military Financing, security assistance or any bill on those subjects appears on her campaign site, on Ballotpedia, in the League of Women Voters guide or in the reports on her campaign.
  • [Position, read 2026-10-06; the guide is for the November 3, 2026 election] Her League of Women Voters answer, as printed in the Montgomery County guide (“Responses appear exactly as submitted by the candidates”), on the United States’ role in the world: “The US should be supporting our core values that are the foundation of our country internally - equality of women and girls, education, free elections, reproductive health care for women, and otherwise centering empowerment of women in our assistance and positions in international organizations. War, and massive arms sales overseas, and military buildup is the opposite of civilization. We should focus on the building blocks of peace, and use climate change to inspire the world to work together.” It names no country. Her answer on the safety net in the same guide says “reducing the military will allow the federal and Maryland programs to have the financial resources to provide the safety nets our people must have.”
  • [Undated; read 2026-10-06] Her campaign’s foreign policy page names the survival of women and girls as her top foreign policy issue (“I will advocate increasing our international aid to women's non-governmental organizations.”) and sustainable development second. It says “Preventing wars is much cheaper than fighting them.” It does not mention Israel, Gaza, Palestinians or arms transfers.

U.S. aid to Palestinians

  • Nothing located, at any date. Her foreign policy page argues for more U.S. international aid in general, to women’s organizations and to sustainable development, and names no country or people.

Characterization of the conflict

  • Nothing located, at any date.
  • [Read 2026-10-06] Watermelon Ballot, a Montgomery County guide that asks candidates about the Block the Bombs Act and a House resolution on Gaza, lists her as a Green candidate who “Has not responded to our questions about the Block the Bombs bill or about HR876 Recognizing the genocide of the Palestinian People of Gaza.”

Israel-related rhetoric and lobbying

  • Nothing located from her, at any date.
  • [Position, 2026-07-23] A Maryland Matters report on the Green Party’s nominees, republished by News From The States, says of the party’s candidate for governor: “He and other nominees placed a heavy emphasis on banning data centers, divesting from Israel and expanding democracy in the state.” That is a sentence about the nominees as a group; the report quotes nothing from her on it, and it is not written as her position.

Safety and antisemitism

  • Nothing located, at any date. Her 2026 iVoterGuide profile lists one affiliation, membership of Shirat Hanefesh, which it describes as an independent synagogue. That is not a statement about this subject, and no position is drawn from it.

Her own account of herself

  • [Undated; read 2026-10-06] Her biography page: born on Long Island in 1956, raised in Bethesda from six months old, a Yale political science graduate, fourteen years lobbying Congress on international environmental issues, Washington director of the Sierra Club’s International Population Program from 1990 to 1994, then work on federal software systems for the immigration service, the Treasury, the Department of Defense and, currently, the Department of Commerce. She joined the Green Party in 2003 and has co-chaired its Montgomery County group since 2015.
  • [Undated; read 2026-10-06] Her issues page names climate change and the survival of women and girls as the two major themes of her campaign.

The race

  • [Read 2026-10-06] Ballotpedia: “Incumbent Jamie Raskin (D), Cheryl Riley (R), and Nancy Wallace (G) are running in the general election for U.S. House Maryland District 8 on November 3, 2026.” It records that Raskin defeated Riley and Wallace in this district in 2024, that she was the Green nominee for governor in 2022, and that she ran for this seat in 2016. She has not completed Ballotpedia’s 2026 questionnaire; her 2022 answers, for governor, do not mention this subject.
  • [Position, 2026-09-05] Maryland Matters reports that state election officials certified her that week, with the Green nominees Sam Husseini in the 4th District and Moshe Landman in the 6th.
  • [Position, 2024-10-12] The Banner’s 2024 guide to this district carries her biography and no questionnaire answers.
  • [Read 2026-10-06] Her iVoterGuide profiles for 2026 and 2016 mark every question “Did not answer”, including, in 2026, “Is the United States' relationship with Israel important, and if so why?” and, in 2016, “The United States should help defend Israel from attack by its enemies.” A blank form is a fact about the guide’s coverage, not about her, and nothing is drawn from it.

  • https://www.shirathanefesh.org/2023-shirat-shabbat.html , a congregation page. Not read, and not about this subject.

Not on the card, and why

  • The Maryland Matters sentence that the Green nominees as a group emphasized divesting from Israel: a sentence about a group, with nothing quoted from her, so it cannot be written as her position.
  • Her iVoterGuide “Did not answer” marks: a wall of blanks across the whole form is a fact about the guide.
  • Testimony to George Mason University’s Board of Visitors in early 2025 signed “Nancy L. Wallace Nelson” (the board’s meeting materials): a different person, with a different middle initial and surname, and nothing ties the writer to this candidate. Nothing from it is used.
  • Her platform on climate, health care, taxes, immigration, privacy and policing: out of scope.
  • Other candidates’ entries in the League of Women Voters guide and Watermelon Ballot: they belong on their own cards.
