Charles, a former Assistant Secretary of State, wrote in August 2024 that U.S. military support for Israel had been "inconsistent, weak, at times contradictory, and ineffective", arguing mixed signals from Washington eroded deterrence. Maine's governor has no role in that policy.

Charles is the Republican candidate for Governor of Maine, a former Assistant Secretary of State under Colin Powell and a former naval intelligence officer. His record here is a body of published commentary rather than anything he has done in state office, and it comes from his own bylined columns.

His clearest in-scope argument is that U.S. support has been too hesitant rather than too generous. In an August 2024 column he called the administration's military support for Israel "inconsistent, weak, at times contradictory, and ineffective", and argued that mixed signals from Washington eroded traditional deterrence and left Israel's missile defenses under pressure from Iranian-backed threats.

He frames the conflict regionally. In April 2024 he described Israel as fighting a "six-front war" orchestrated by Iran through Hamas, Hezbollah, the Houthis and militias in Syria and Iraq.

Writing in the days after the October 7 attacks he noted that U.S. weapons and materiel inventories were already strained by aid to Ukraine, and warned about the pressures of a third front while holding that a strong U.S. commitment to regional stability remained essential.
