But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Jordan Herrera

How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. In their own words on August 12, 2026.

Herrera's platform has a section called "Support for Israel, With Limits." He supports "defensive cooperation with Israel, without delivery of munitions to Israel" and "conditioning U.S. aid to ensure compliance with international law." He calls Gaza a genocide.

Deep Dive

Herrera is the Democratic candidate for Missouri's 4th District, an Air Force veteran running against Rep. Mark Alford.

His platform is unusually explicit about where the line falls, in a section headed "Support for Israel, With Limits": "Israel is an ally, and allies have the right to defend themselves. But alliance does not mean unconditional support." What he supports is listed: "Defensive cooperation with Israel, without delivery of munitions to Israel," "opposition to offensive actions," and "conditioning U.S. aid to ensure compliance with international law and upholding human rights." He adds: "If our allies cannot rise to the level of dignity we demand, then we must distance ourselves from those relationships."

On Gaza he is direct: "What is happening in Gaza is not consistent with our understanding of proportional warfare. It is a Genocide." He describes civilians "cut off from food, water, and medical care" and hospitals, schools and shelters struck, and says that "when an entire population is deprived of necessities, we have crossed into a humanitarian crisis of the highest order." He supports "an immediate ceasefire," "full humanitarian access to food, water, and medicine," and "a halt to offensive U.S. military support in the conflict."

The platform also pledges that he will never accept money from "AIPAC or similar political action committees that seek to influence foreign policy," and draws a distinction he states plainly: "Judaism is not the state of Israel. Islam is not Hamas."

He has no federal voting record.

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

U.S. military aid and weapons to Israel

  • [Position, read 2026-08-12] His campaign platform, opened and confirmed word for word, section 3, "Support for Israel, With Limits": "Israel is an ally, and allies have the right to defend themselves. But alliance does not mean unconditional support. I support: Defensive cooperation with Israel - without delivery of munitions to Israel. Opposition to offensive actions. Conditioning U.S. aid to ensure compliance with international law and upholding human rights. True friendship requires honesty and accountability. If our allies cannot rise to the level of dignity we demand, then we must distance ourselves from those relationships." Also in section 2: "A halt to offensive U.S. military support in the conflict." A live page with no publication date, so read-date. The same text appears on his about page and is carried in his Ballotpedia survey.

Note the position is not simply for or against: he supports defensive cooperation while opposing munitions delivery and offensive support, and conditions the rest. The card keeps all three because dropping any one of them would misstate him.

  • [Position, 2026-08-05] KCUR, opened and confirmed word for word: he "has called Israel's war in Gaza a genocide, but has said he supports continued funding for Israel with restrictions." The outlet's summary matches the platform.
  • He has no federal voting record.

U.S. aid to Palestinians

  • [Position, read 2026-08-12] Confirmed verbatim: "I support: An immediate ceasefire. Full humanitarian access to food, water, and medicine." And: "Civilians have been cut off from food, water, and medical care. Hospitals, schools, and shelters have been struck. When an entire population is deprived of necessities, we have crossed into a humanitarian crisis of the highest order."

Characterization of the conflict

  • [Position, read 2026-08-12] Confirmed verbatim: "What is happening in Gaza is not consistent with our understanding of proportional warfare. It is a Genocide." And: "The Palestinian people deserve dignity, safety, and the right to determine their own future." And: "Judaism is not the state of Israel. Islam is not Hamas. The people of the Middle East are not our enemies."

The platform attributes part of its reasoning to a United Nations special rapporteur. That sentence contains a misspelling of her name and is a citation of someone else's argument rather than his own position, so it is not quoted.

  • [Position, read 2026-08-12] On Iran: "I am strongly opposed to escalating conflict with Iran," with a War Powers framework requiring congressional authorization for sustained conflict, and "I will not support: Another 'forever war'."

Related rhetoric and lobbying

  • [Position, read 2026-08-12] Section 1, "Independence and Integrity," confirmed verbatim: "I will never accept money from: AIPAC or similar political action committees that seek to influence foreign policy. Any foreign national or foreign government, as prohibited by U.S. law." A campaign-funding pledge, recorded separately from his position on what the United States sends.
