Roy Cooper
Cooper, North Carolina's governor from 2017 through 2024 and the 2026 Democratic Senate nominee, has no federal votes; his record is state-level and rhetorical. As governor he signed the state's 2017 law divesting from companies that boycott Israel, and after the October 7, 2023 attacks he declared 'strong support and solidarity with the Israeli people' and ordered flags to half-staff honoring North Carolina's 'steadfast commitment to supporting the State of Israel' — while a 30-organization coalition unsuccessfully pressed him that November to call for a ceasefire and to acknowledge U.S. tax dollars funding the war. As a Senate candidate, days after the late-July 2025 Senate votes on blocking certain U.S. arms sales to Israel, his campaign told Jewish Insider (August 2025) that he 'generally does not believe we should withhold aid from a critical ally like Israel when they have to defend themselves against countries like Iran.' The pro-Israel group DMFI PAC endorsed him in November 2025; as of July 2026 his campaign site has no Israel or foreign-policy issues page.
