But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Cinde Warmington

Democrat · Governor, New Hampshire
–
How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. We found nothing in their own words about Israel, Gaza or the war.

Warmington sat on New Hampshire's Executive Council from 2021 to 2025 and runs on energy costs, housing, the gas tax and standing up to the president. Nothing located has her taking a position on U.S. weapons or money for the government of Israel, or on U.S. aid to Palestinians.

The email has replies@butwhatcanyoudo.org in cc, so we can post their answer on their page in their own words; remove it if you prefer. Keep the subject line as it is, add your name, and send.

Deep Dive

Cinde Warmington is a health care lawyer from Concord who sat on New Hampshire's Executive Council, the five-member body that approves state contracts and nominations, from January 2021 to January 2025. She took the Democratic nomination for governor on September 8, 2026 with 96.3 percent of the primary vote and faces Kelly Ayotte, the sitting governor, and Stephen Villee of the Libertarian Party on November 3.

Her campaign is a state campaign all the way down. The four priorities on her site are electricity and data centers, the cost of living and a gas tax suspension, housing, and standing up to the president; her news page runs to endorsements, a cost-of-living tour, a data center moratorium and the state Supreme Court. A New Hampshire voter guide records positions from her on 61 issues, every one of them a state question, from school funding and the Education Freedom Account program to net metering, marijuana and family leave. She has not filled in Ballotpedia's candidate questionnaire this year, though she filled in the 2020 one in full. Israel, Gaza, Palestinians and foreign aid appear in none of it.

On May 22, 2024, three weeks after the police arrested 89 people at a protest over the war in Gaza on the Dartmouth Green, she and the two other candidates for the Democratic nomination took part in a forum at Dartmouth College. A voter-record archive that refuses our reader files an answer of hers from that forum about protest and policing; its wording could not be checked against the newspaper report it cites, so nothing from it is published here, and the address is on her research page. Protest policing is a power a governor holds; it is not an answer about what the United States sends, and she has not been asked for one.

Beyond that there is nothing. No statement of hers on U.S. weapons or money for the government of Israel, or on U.S. aid to Palestinians, was located at any date, and nothing from her four years on the Executive Council touches the subject either. An empty record carries no implication either way. You are better placed to change this than we are. Ask Warmington directly, or at a candidate forum, and send us the reply: it goes on this page in her own words, which is worth more than anything we could write about her.

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page named below was opened and read on 2026-09-20 unless the entry says otherwise. Her campaign site was read in full, its priorities page and its news page and the releases listed there; so were her Ballotpedia profile and the race page, her profile on a New Hampshire voter guide and all 61 issues on it, a student newspaper's report of the 2024 forum, and a voter-record archive of the one report in which she is asked about anything touching this subject. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. She has never held federal office, so none of the congressional votes this site tracks are hers, and the committees this site tracks do not report contributions to candidates for state office.

U.S. military aid and weapons to the government of Israel

  • Nothing located, at any date. No statement by her about arms transfers, weapons shipments, Foreign Military Financing, the memorandum of understanding, security assistance, a dollar figure or a condition on aid appears on her campaign site, in her campaign's releases, in the 61 issue entries on her voter-guide profile, on her Ballotpedia profile, or in the reports of her campaign read for this card.
  • A governor of New Hampshire has no vote on any of it. That is a fact about the office, and it is why this card leads on what she has run on and what she has said.

U.S. aid to Palestinians

  • Nothing located, at any date. The United Nations Relief and Works Agency, Gaza humanitarian funding and the aid pipeline appear nowhere in her published material.

Characterization of the conflict

  • Nothing located, at any date. She has not been found using the words genocide, apartheid, self-defense or terrorism about the war in Gaza, and nothing was found from her on Palestinian statehood, a two-state framework or territorial boundaries.
  • [Position, 2024-05-22; reported, not confirmed directly] The nearest thing, and it is about protest rather than about the war. On May 1, 2024 the police arrested 89 people at a protest over the war in Gaza on the Dartmouth Green. Three weeks later, on May 22, she and the two other candidates for the Democratic nomination for governor took part in a public forum at Dartmouth College hosted by student and party groups and the college's Rockefeller Center. A voter-record archive (https://ontheissues.org/Archive/Arch_NH_Cinde_Warmington.htm ) files under her name, sourced to a Valley News report of May 23, 2024, an answer in which she says anyone must be allowed to protest, that when protest crosses into violence there needs to be intervention to keep the community safe, and that people saying disagreeable or even offensive things is not a reason to intervene. The archive page refused one attempt and served the entry on the other, and the newspaper's own report of that exchange could not be found, so the wording is not reproduced here as a quotation and no quote of hers is published from it. The student newspaper's report of the same forum covers climate, voting rights, education, housing and health care and does not mention the protest or the arrests at all.

Israel-related rhetoric and lobbying

  • Nothing located, at any date. Nothing read for this card has her naming the American Israel Public Affairs Committee or any other advocacy organization on this subject, and nothing connects her to money from any of them. Governor of New Hampshire is a state office, and the federal committees this site tracks do not report contributions to state candidates.
  • Nothing was located on state contracting with, or state investment in, companies that boycott the government of Israel, either from her four years on the Executive Council or from her campaign.

Safety and antisemitism (context, not an answer to what America sends)

  • Nothing located, at any date. Nothing in her published material addresses antisemitism or the safety of any religious community. The protest answer above is about policing a demonstration and is recorded under the heading above rather than treated as an answer here.

What the campaign site and her own pages say

  • [Undated; read 2026-09-20] Her campaign site was read: the home page, Priorities, News and Events. A search of every page for israel, gaza, palestin, antisemit, jewish, hamas, aipac, foreign aid, foreign policy, military aid, middle east, ukraine and iran returns nothing of any kind. The word foreign does not appear on the site at all.
  • [Position, read 2026-09-20] The priorities page has four headings: big tech and energy ("Your Community. Your Grid. Your Rules."), the economy ("Suspend the Gas Tax"), the president ("Standing Up to Trump's Chaos, Costs, and Corruption"), and housing ("A Roof Over Every Head"). Its opening paragraphs are about wages, property taxes, tuition and rent. It says the site will keep being updated through the campaign.
  • [Position, 2026-09-20] The news page carries about thirty releases: union and advocacy endorsements, a cost-of-living tour, a data center moratorium, a gas tax suspension, tariffs on Canadian goods, the state Supreme Court, Medicaid, and a challenge to the sitting governor to six debates. None is in scope.
  • [Undated; read 2026-09-20] Her voter-guide profile records positions on 61 issues. Every one is a New Hampshire question: school funding and the Education Freedom Account program, abortion, the Interest and Dividends tax, net metering and the Regional Greenhouse Gas Initiative, marijuana, family and medical leave, gun laws, housing and zoning, judicial nominations. Israel, Gaza and Palestinians occur zero times on the page. Of the 61 entries, 9 are recorded as No Response to the guide's own surveys and the rest are drawn from her votes and public statements.
  • [Read 2026-09-20] Her Ballotpedia profile records: "Cinde Warmington has not yet completed Ballotpedia's 2026 Candidate Connection survey." It also records that she did not complete the 2022 or 2024 surveys and that she completed the 2020 one. Israel and Gaza occur zero times on the page. The questionnaire test is therefore not available in her favor or against her here: the one form she has completed asks nothing on this subject.
  • [Read 2026-09-20] The same page records her career as a health care attorney and chair of a health care practice group, her degrees, and her service on the Executive Council: "She assumed office on January 6, 2021. She left office on January 8, 2025."

The race

  • [Read 2026-09-20] Ballotpedia's page for the race reads: "Incumbent Kelly Ayotte, Cinde Warmington, and Stephen Villee are running in the general election for Governor of New Hampshire on November 3, 2026." Villee is listed as the Libertarian Party candidate and Ayotte as the incumbent.
  • [Read 2026-09-20] In the Democratic primary of September 8, 2026 she was the only candidate on the ballot: 126,223 votes and 96.3 percent, with 4,788 write-in and other votes, 131,011 in all. Ballotpedia's table for that primary carries the line "The results have been certified." In the Republican primary the same day the sitting governor took 91.1 percent of 62,830 votes. Jonathan Kiper, who ran as an independent, is listed among withdrawn candidates.
  • Kelly Ayotte's record is on her own card and is not narrated here, and neither is any other candidate's.

Places that could not be read, so nothing is claimed from them

  • The post our research cited at https://www.facebook.com/CBSNews/posts/democratic-candidate-for-new-hampshire-governor-cinde-warmington-says-the-iran-w/1498711878787318/ , which returned 400 every time, including on a retry. Its address suggests a remark of hers about Iran, which is not the question this site asks; nothing is claimed from it either way, and the wording of a page address is not evidence of what the page says.
  • The Valley News report of May 23, 2024 that the voter-record archive cites for her answer about the Dartmouth protest. It could not be located at the newspaper's own site, so the wording of her answer is described rather than quoted.
  • Her campaign's accounts on X, Facebook, Instagram, TikTok, Bluesky and YouTube, linked from her campaign site. None was read.

Not on the card, and why

  • Any reading of her answer about the Dartmouth protest as a position on what the United States sends. She was asked about a police response in New Hampshire and answered about protest and policing. The card says so in those terms and reads nothing further into it.
  • A quotation of that answer. The archive that carries it opened on one attempt only and the newspaper report behind it could not be found, so the words are described attributively and no quote of hers is published on this card.
  • The whole of her platform and her voter-guide positions on schools, energy and data centers, housing, health care, taxes, abortion, guns, marijuana, family leave and the courts. Out of scope, and listed above so the absence can be checked.
  • The post about Iran that our research cited. It does not open, and what a candidate says about Iran is not what this site asks about.
  • The record of the sitting governor and of the Libertarian candidate on the November ballot. Another candidate's positions belong on that candidate's own card.
