But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Stefany Shaheen

Democrat · U.S. House, New Hampshire District 1
✓From their own words
How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. In their own words on August 23, 2026.

In August 2026 Shaheen said she would have voted for the amendment to cut $3.3 billion in United States aid to the government of Israel. In a 2025 interview she said the war in Gaza has to stop and called for a two-state solution.

Deep Dive

Stefany Shaheen is the Democratic nominee in New Hampshire's 1st District, an open seat this year because Representative Chris Pappas ran for the Senate instead of for re-election. She served on the Portsmouth City Council and chaired the city's police commission, co-founded a health technology company for people living with chronic disease, and works as chief strategy officer for a regenerative medicine initiative in Manchester. She has never held federal office, so no vote in Congress is hers. She faces Republican Anthony DiLorenzo on November 3, 2026.

Her clearest statement about what the United States sends came late in the primary. Jewish Insider reported on August 20, 2026 that she had said she would have supported Representative Thomas Massie's amendment to cut off $3.3 billion in United States aid to the government of Israel in 2027, and quoted her campaign spokesperson, Emma Greenberg, saying that Shaheen “supported the Massie amendment to stop sending endless weapons to Netanyahu because she knows change is critical.” The American Prospect, reporting on the money in this race, records that she came out in favor of the amendment in August, a few weeks after the vote had been taken. Her own campaign site lists a television interview of August 23 under a description that includes “her support for an end to military aid to Israel”. A fuller statement of the same position in her own words was posted to a social media account; that account and what is known about the post are on her research page.

Earlier in the year she did not answer the question when it was put to her. At a forum for the Democratic candidates at the Manchester Public Library on May 13, 2026, audience members interrupted the closing statements to demand the subject be raised, and the moderators added a final question: whether the conduct of the government of Israel in Gaza amounted to genocide, whether the candidates would support ending United States aid to that government, and how they would best support Jewish people at home and abroad. Three of the six candidates on stage said they believed a genocide had been committed. The account of the evening records that Shaheen avoided directly answering, and that one of the audience members who had interrupted walked out while she spoke.

In a 2025 interview her answer was about the war rather than about American money. Citizens Count, a nonpartisan New Hampshire civic organization that files candidates' answers question by question, records her saying that what is happening in Israel and Gaza is unprecedented and that the level of cruelty and the level of destruction has to stop. In the same answer she said the war has to stop, that the United States needs a two-state solution and needs action, and she called Israel “our democratic leader in that region of the world.” The interview those words are taken from sits on a host that refuses us, and the entry carries no day date, so they are recorded by the year the page gives them.

Most of what she said about this subject during the primary was about money inside her own race. In August 2026 she ran a television advertisement saying that her opponent, Maura Sullivan, had taken $300,000 in donations “bundled from AIPAC donors”, and a second advertisement in September described Sullivan as “bankrolled” by AIPAC, which the advertisement called “the powerful pro-Israel lobby aligned with Netanyahu”, next to a photograph of the Israeli prime minister. AIPAC is a membership organization that lobbies for American support of Israel; it endorsed nobody in this race and gave nothing to either campaign, and the donations at issue came from individuals who had given to it before. At the final primary debate Shaheen said of Sullivan: “She has taken AIPAC-bundled donations more than she has raised from people who are in New Hampshire.” Her campaign said it gave the money it had taken from donors tracked to AIPAC to three New Hampshire community health centers. She is endorsed by JStreetPAC, which her campaign lists among its endorsing organizations; J Street is a liberal pro-Israel advocacy group. A pledge about campaign money is not a position on what the United States sends, and nothing here treats it as one.

Nothing was located in which she says what the United States should send to Palestinians. Her campaign's priorities page sets out health care, tariffs and small business, home ownership, immigration enforcement, corruption, energy and climate, medical research, drinking water and reproductive rights, and carries no foreign policy section of any kind. No statement of hers was found about the United Nations agency for Palestine refugees, about humanitarian funding for Gaza, or about the memorandum of understanding that sets the annual American military aid. A report describing how she characterizes Israel, and a statement about antisemitism attributed to her in March 2026 whose only address belongs to somebody else, are both on her research page with the reasons they stay there.

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page named below was opened and read on 2026-09-18 unless the entry says otherwise. Her campaign site was read in full, including its home, biography, priorities, news and endorsements pages, and every item in its news archive was checked for this subject. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. Nothing located for this candidate falls in the reaction window; she was not a candidate for federal office then and no statement of hers from those weeks was found. She has never held federal office, so this record carries no roll call of hers.

IDENTITY. The surname is common in New Hampshire politics and two of the people who carry it are her immediate family: her mother is United States Senator Jeanne Shaheen, who is retiring at the end of this Congress, and her father, William Shaheen, is a longtime state Democratic figure. Every source used here names the candidate in New Hampshire's 1st District, the former Portsmouth city councilor and chair of the Portsmouth Police Commission, daughter of the senator. No statement by either parent is used on this card. Ballotpedia, her campaign site, Citizens Count, Jewish Insider, the Jewish Telegraphic Agency and the Granite State News Collaborative all agree on that chain.

U.S. military aid and weapons to the government of Israel

  • [Position, 2026-08-20] Jewish Insider's report of her first anti-AIPAC advertisement, by Marc Rod, published August 20, 2026. The reporter writes: “Shaheen has said she would have supported an amendment led by Rep. Thomas Massie (R-KY) to cut off $3.3 billion in U.S. aid to Israel in 2027 and her campaign has repeatedly hit Sullivan over alleged ties to AIPAC.” Her campaign spokesperson, Emma Greenberg, is quoted accusing Sullivan of being “beholden” to AIPAC and saying that Shaheen “supported the Massie amendment to stop sending endless weapons to Netanyahu because she knows change is critical.” The page carries a typographical error in her surname inside that quotation and it is reproduced above as the page prints it. The answer Maura Sullivan's spokesperson gives in the same report is Sullivan's side and is used for nothing here.
  • [Position, 2026-09-02] The American Prospect's account of the money in this primary, published September 2, 2026. On the timing: “While Sullivan failed to state her position on the Massie Amendment, which would have frozen military aid to Israel, Shaheen only came out in favor of it in August, a few weeks after the vote was taken.” The same piece sets out the independent expenditures on both sides; that spending is about who funds the candidates and is not a position on what the United States sends.
  • [Position, 2026-08-23] Her own campaign's news page carries, under the date August 23, 2026, a television interview headed “Stefany Shaheen calls out Maura Sullivan's AIPAC-linked donors” and described there as one in which she “discusses her campaign, her criticism of primary opponent Maura Sullivan and her donors; her support for an end to military aid to Israel; her position on Medicare for All; whether she will oppose socialism in Congress; the DNC's decision to relegate New Hampshire in the presidential primary process.” The news page opened and was read in full. The interview itself is at https://www.wmur.com/article/close-up-stefany-shaheen-maura-sullivan-aipac/73504959 and that host refused every attempt on 2026-09-18, so only the description published on her own site was read.
  • [Position, claimed 2026-08-23] A statement attributed to her beginning “I want to be clear about where I stand: I oppose a blank check for Netanyahu and would have voted for the Massie Amendment to stop sending endless weapons to Israel”. The only address offered for it is a Facebook post, printed rather than linked because it does not open: https://www.facebook.com/StefanyAShaheen/posts/i-want-to-be-clear-about-where-i-stand-i-oppose-a-blank-check-for-netanyahu-and-/1438126568134786/ . Facebook returned an error to every request on 2026-09-18, with the descriptive slug removed and for the account page itself, so neither the wording nor the existence of the post could be confirmed. Nothing on the card quotes it. The position it states is the one Jewish Insider, VINnews and The American Prospect report in their own words and the one her campaign site describes, and the card rests on those.
  • [Position, 2026-08-21] VINnews's account of the same advertisement, by Reuven Rosenfeld, published August 21, 2026. It repeats the Jewish Insider reporting and gives the amendment's figure as “$3.5 billion” where Jewish Insider gives $3.3 billion. The earlier and lower figure is the one used on the card; the difference is recorded here.
  • [Position, 2026-09-09] Ynet's report of the primary result, by Daniel Edelson, published September 9, 2026: “She is a staunch supporter of ending U.S. military aid to Israel and pledged to vote for any proposal to do so.” That sentence is the reporter's own characterization and is not quoted on the card.
  • Nothing located, at any date, in which she names a figure, a condition or a timetable for American military aid to the government of Israel beyond the amendment she says she would have voted for, or in which she discusses the memorandum of understanding that sets the annual amount.

U.S. aid to Palestinians

  • Nothing located, at any date. No statement of hers was found about the United Nations Relief and Works Agency for Palestine Refugees in the Near East, about how much humanitarian money the United States should send to Gaza, or about the aid pipeline into Gaza. Her campaign's priorities page carries no foreign policy section, her news archive carries one item on this subject and it is about military aid, and her Citizens Count profile records one answer and it is about the war.
  • [Position, 2026-05-13] At the Manchester forum described below, one part of the question put to the candidates was whether they would support ending United States aid to the Israeli government. The account of the forum records that she avoided answering it directly, and no answer of hers to that part of the question is recorded anywhere.

Characterization of the conflict

  • [Position, 2025; day not resolved] Citizens Count's entry for her under the heading “Limit aid to Israel”, which files her answer as “Other” and prints it as follows: “The reality of what's happening in Israel and Gaza is unprecedented. The level of cruelty, the level of destruction has to stop. The war has to stop. We need a two-state solution. We need action. ... I think Israel needs - they are our democratic leader in that region of the world. We need very much to be working together to address a two state solution, ad we need to end this cruelty and end this war.” The ellipsis, the dash and the spelling are the page's own. Citizens Count attributes the answer to a WMUR interview and labels it 2025; the interview is at https://www.wmur.com/article/stefany-shaheen-open-to-energy-options-including-new-natural-gas-pipeline-in-nh-01-closeup/65003302 and that host refused every attempt on 2026-09-18, so the words were read only where they sit and the year is the only date available for them.
  • [Position, 2026-05-13] The Granite State News Collaborative's account of the first district Democratic forum, reported by Stephen Denis of Manchester Ink Link and published May 18, 2026. The forum was held on May 13, 2026 at the Manchester Public Library Auditorium and was presented and moderated by a local podcast, whose sponsors the report names. After audience members interrupted, the moderators replaced the closing statements with a final question: whether the candidates believed Israel's actions in Gaza constituted a genocide, whether they would support ending United States aid to the Israeli government, and how they would best support Jewish people at home and abroad. The report says: “Shaheen also avoided directly answering the question, during which one of the earlier audience members who interrupted got up and walked out, not before shouting a few remarks toward Shaheen over his dissatisfaction with her answer.” The answers Carleigh Beriont, Christian Urrutia, Heath Howard, Sarah Chadzynski and Maura Sullivan gave in the same passage are theirs and belong on their own records.
  • [Position, 2026-09-09] Ynet, in the report above, writes that she “still describes Israel as an ‘our strongest ally in the Middle East,’ recognizes its right to exist alongside a two-state solution”. The sentence is the reporter's, the quoted words are printed with the grammatical slip shown, and the same description of Israel is closely associated with her mother, a sitting senator of the same surname who was in the news on this subject in the same weeks. The phrase is not used on the card and no words of the senator's are attributed to the candidate here.

Israel-related rhetoric and lobbying

  • [Position, 2026-08-20] The first television advertisement, described in Jewish Insider: it claims Maura Sullivan took $300,000 in donations “bundled from AIPAC donors”, alongside support from Jeff Bezos and a contractor for Immigration and Customs Enforcement, and closes “Let's show them New Hampshire's not for sale.” The report adds that the donations “appear to be from individual donors who have previously contributed to AIPAC”, that AIPAC itself “has made no endorsement and has not been directly involved in the race”, and that the pro-Israel group NORPAC held a fundraiser for Sullivan earlier in the year.
  • [Position, 2026-09-06] Jewish Insider's second report, by Marc Rod, published September 6, 2026: a new advertisement “describes Sullivan as ‘bankrolled’ by AIPAC, which the ad describes as ‘the powerful pro-Israel lobby aligned with Netanyahu,’ alongside a photo of the Israeli prime minister.” At the debate on the Thursday before publication, September 3, 2026, Shaheen said: “She has taken AIPAC-bundled donations more than she has raised from people who are in New Hampshire.” And: “It matters because the voters deserve to know what her positions are.” Maura Sullivan's answer in the same passage, including her own statement about offensive weapons, is hers. The polling, the fundraising totals and the pollster's remarks in that report are about the horse race and are not used.
  • [Position, 2026-08-23] The Jewish Telegraphic Agency's survey of the New Hampshire primaries, published September 8, 2026, quotes her from a late August television interview, which her own campaign site dates August 23, 2026: “We have independent reporters who have validated and verified that like clockwork, these contributions have come into her campaign.” And: “They have been bundled and she's been hiding it.” Asked about Sullivan's suggestion that singling out donors with Jewish-sounding names could be borderline antisemitic, she called that stance “outrageous” and pointed to her endorsement by J Street and to supporters who identify as Jewish. Everything that report carries about Chris Pappas, Karishma Manzur, Maggie Goodlander, Paige Beauchemin and Maura Sullivan belongs to them.
  • [Position, 2026-08-23] A New Hampshire researcher's published analysis of the donor lists, August 23, 2026, records that “The Shaheen campaign says it has redirected all donor funds tracked by AIPAC to three New Hampshire community health centers” and puts the AIPAC-adjacent total at $370,630 for Sullivan and $29,650 for Shaheen. The author is a former candidate in this district who has publicly endorsed Shaheen, which her own campaign site records; the figures are the author's and are kept here rather than used on the card.
  • [Read 2026-09-18] Her campaign's endorsements page lists JStreetPAC among its endorsing organizations and links its page for her, which records the endorsement and carries a short biography with no statement of hers on this subject. J Street is a liberal pro-Israel advocacy group and JStreetPAC is its federal political action committee.

Safety and antisemitism (context, not an answer to what America sends)

  • [Claimed 2026-03-12; not confirmed] A statement condemning antisemitism after the attack on a synagogue in Michigan is attributed to her, beginning “My father's family came to the United States fleeing religious persecution” and ending “‘Never Again’ must be more than words.” The only address offered for it, printed rather than linked because it does not open, is https://www.facebook.com/attorneygeneralchriscarr/posts/antisemitism-is-evil-and-it-has-no-place-in-this-country-what-happened-at-the-we/1488480849316118/ , which is the Facebook page of the attorney general of Georgia, a different person entirely. Searches for a statement of hers carrying those words returned nothing. Nothing from it is used anywhere on this card, and it is recorded here so that a reader can see what was checked.
  • [Position, 2026-09-08] In the Jewish Telegraphic Agency report above she called the suggestion that her advertisements were borderline antisemitic “outrageous” and pointed to her J Street endorsement and to her Jewish supporters. Safety and antisemitism are context on this site and are never treated as the answer to what the United States sends.

What the campaign site and own pages say

  • [Read 2026-09-18] Her campaign site and its priorities page. The priorities page runs to nine headings: health care, small business and tariffs, home ownership, public safety and immigration enforcement, corruption, energy and climate, medical and scientific research, drinking water, and reproductive rights. The words Israel, Gaza, Palestinian, Hamas, AIPAC, antisemitism and foreign aid appear nowhere on it. The home page and the biography page carry her family's experience of type 1 diabetes, her business, her city council service and her police commission chairmanship, and no foreign policy of any kind.
  • [Read 2026-09-18] Her news archive runs from 2025 to September 2026 and republishes press coverage and campaign releases. One item in it touches this subject: the August 23, 2026 television interview described above. Nothing else in the archive names Israel, Gaza, the Palestinians, AIPAC or military aid.
  • [Read 2026-09-18] Her Citizens Count profile files her positions question by question. The only entry in scope is the one under “Limit aid to Israel” set out above. She answers across the rest of the form, so a silence there would be a fact about her rather than about the form; there is no silence on this subject, only a single answer the page dates by year.
  • [Read 2026-09-18] Her Ballotpedia page records that she has not completed Ballotpedia's 2026 Candidate Connection survey and reproduces campaign copy about medical research, tariffs and housing. It carries nothing in scope.

The race

  • [Read 2026-09-18] Ballotpedia's page for the 2026 election in New Hampshire's 1st District: “Stefany Shaheen and Anthony DiLorenzo are running in the general election for U.S. House New Hampshire District 1 on November 3, 2026.” The same page states: “There are no incumbents in this race.” The seat is open because Representative Chris Pappas ran for the United States Senate rather than for re-election. The filing deadline was June 12, 2026 and the primary was September 8, 2026. In the Democratic primary Shaheen took 37.2 percent and 27,391 votes, ahead of Maura Sullivan on 34.9 percent and Carleigh Beriont on 22.0 percent, in a field of nine; in the Republican primary Anthony DiLorenzo took 52.0 percent and 18,805 votes, ahead of Hollie Noveletsky on 26.4 percent, Brian Cole on 13.7 percent, Melissa Bailey on 3.8 percent and Lindsey Anderson on 3.2 percent. The result has been called and is not yet certified. Ballotpedia carries a standing note on its general election table that its candidate list may not be complete; the two names it gives are the two names the record carries.
  • [Read 2026-09-18] The days after the primary were checked for anything further from her on this subject and carry none: a report of the New Hampshire Democrats' post-primary breakfast of September 9, 2026, at which she spoke about the president, health care and costs, and a guide to the 2026 New Hampshire election of September 18, 2026, which records only that the two of them meet in an open seat.
  • Anthony DiLorenzo's record is written separately and nothing of his is narrated here.

Places that could not be read, so nothing is claimed from them

  • WMUR, which refused every request on 2026-09-18. Two of its pages matter here and their addresses are printed rather than linked: the 2025 interview Citizens Count quotes, at https://www.wmur.com/article/stefany-shaheen-open-to-energy-options-including-new-natural-gas-pipeline-in-nh-01-closeup/65003302 , and the August 23, 2026 interview her own campaign site lists, at https://www.wmur.com/article/close-up-stefany-shaheen-maura-sullivan-aipac/73504959 . Either would add to this card if it could be watched.
  • Facebook, which returned an error to every request on 2026-09-18. The two addresses offered to us are printed in full above, under military aid and under safety and antisemitism.
  • The New Hampshire Bulletin's September 15, 2026 piece on this race, at https://newhampshirebulletin.com/2026/09/15/in-new-hampshires-1st-district-dilorenzo-and-shaheen-face-off-in-a-consequential-race/ , which returned 403 on every attempt.
  • The New Hampshire Journal's commentary on her closing primary message, at https://nhjournal.com/monday-memo-stefany-shaheens-closing-message-i-hate-israel-too/ , which returned 403 on every attempt. It is an opinion piece and nothing on the card would have rested on it.
  • The Hill's report of her mother's remarks about Israel, at https://thehill.com/policy/international/5976774-shaheen-calls-israel-strongest-ally/ , which returned 403 on every attempt. It concerns a different person and is listed here only because the name is shared.
  • Her social media accounts, including the account linked from her campaign site. None was read and nothing is claimed from them.

Not on the card, and why

  • The August 2026 statement in her own words on the Massie amendment. Its only address does not open, so the wording could not be checked; the position it states is on the card from reports that did open and from her campaign's own description.
  • The statement about antisemitism attributed to her in March 2026. The address given for it belongs to the attorney general of Georgia, a different person, and no statement of hers carrying those words was located.
  • Ynet's sentence describing how she characterizes Israel. It is a reporter's characterization rather than her words, the words inside it are printed with a grammatical slip, and the surname is shared with a sitting senator who was in the news on the same subject at the same time.
  • The 2025 interview answer is on the card in the deep dive and the front, but it is not published as a dated quotation, because the only date available for it is the year.
  • The independent expenditure and donor figures published by The American Prospect, the Union Leader and an independent researcher. They describe who funds the candidates, not what the United States sends, and one of the authors has endorsed her.
  • The war in Iran, which took up part of the May forum. A different question from what the United States sends to the government of Israel.
  • The words of Maura Sullivan, Carleigh Beriont, Christian Urrutia, Heath Howard, Sarah Chadzynski, Chris Pappas, Karishma Manzur, Maggie Goodlander and Paige Beauchemin, several of which sit within a line or two of hers in the reports used here. Other people's words.
  • The health care, tariffs, housing, immigration enforcement, corruption, energy, medical research, drinking water and reproductive rights material that fills her campaign site and most of her coverage. Out of scope. The subjects are named here so a reader can see what the rest of the record covers.
  • Anthony DiLorenzo's record. Another candidate's record belongs on that candidate's own card.
