Hoyle voted to cut $3.3 billion in 2026 and co-sponsored the Block the Bombs Act: “Until we can verify that Israel has changed course, I will not support any further offensive weaponry to enable Netanyahu’s ethnic cleansing campaign in Gaza.” She backed the April 2024 package and defensive systems.

At an August 2025 Eugene town hall, pressed by constituents to condemn the war more strongly, she said: "If I could stop the war in Gaza, I would do it. I don’t actually have that power, and we have an administration that literally doesn’t care at all about the Palestinian people."
Welcoming the January 2025 ceasefire, she called for "a Marshall Plan for Gaza to rebuild. This is the only way to bring prosperity, self determination, and security to both Israelis and Palestinians." She marked two years since October 7 condemning Hamas while noting the civilian toll of the Netanyahu government’s campaign, and welcomed the October 2025 ceasefire agreement.
She voted against the Antisemitism Awareness Act in May 2024, arguing that codifying a single definition "could be used to punish constitutionally protected speech" while unequivocally condemning antisemitism and backing the Countering Antisemitism Act instead.
