Garcia voted in April 2024 to send weapons to the government of Israel, then twelve days later signed a letter urging the administration to withhold certain offensive military aid to it. In January 2026 she cosponsored a bill to bar transfers of listed bombs and shells to that government.

Sylvia Garcia is a Democrat who has represented Texas's 29th District, on the east side of Houston, since January 2019, and was the first Latina to hold the seat. She is on the ballot again on November 3, 2026. Her record on this question has moved, and it has moved in her own words as well as in her votes. On April 20, 2024 she said she had voted to pass bipartisan national security bills supporting allies in Ukraine, Israel and the Indo-Pacific and providing humanitarian assistance in Gaza. Twelve days later she was one of fifty-seven members who signed a letter to President Biden urging him to invoke existing law and withhold certain offensive military aid to the government of Israel in order to head off a full-scale assault on Rafah.

In the summer of 2025 she put her name to two demands about aid reaching Gaza. On July 29 she was one of six members of Congress who signed a joint call by the Muslim Public Affairs Council and J Street for an unhindered flow of humanitarian aid, an immediate ceasefire and the release of all hostages. The first is a Muslim American advocacy organization; the second is a Jewish American organization that lobbies for a negotiated two-state settlement. The next day she was one of ninety-three House members who wrote to Secretary of State Marco Rubio demanding an investigation into the Gaza Humanitarian Foundation, the private, United States linked operation then running food distribution sites in Gaza. That letter says getting secure aid to Palestinians is a moral obligation and is also vital to Israel's long-term security.

On January 12, 2026 she added her name to a bill that would bar the president from selling or transferring a named list of munitions to the government of Israel unless Congress first passes a law setting out what they may be used for and the government of Israel gives written assurances that they will be used that way and in accordance with international humanitarian law. The list is bunker-busting bombs, MK80 bomb variants, small diameter bombs, Joint Direct Attack Munition assemblies, gliding bomb assemblies, tank ammunition and artillery shells including white phosphorus. She issued no statement about signing it, and nothing located has her explaining any of the votes recorded on this card.

What she has said about the conflict itself dates from October 2024. She called the attack of October 7 a heinous terrorist attack and the deadliest day for the Jewish people since the Holocaust and said she stood with Israel, and ten days later she called the death of the Hamas leader Yahya Sinwar a new opportunity to end the war in Gaza and free the remaining hostages. Her congressional newsroom carries nothing else on the subject, and the six issue headings on her campaign site do not touch foreign policy.
