But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Robert People

Democrat · U.S. House, Florida District 15
✓From their own words
How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. In their own words on September 8, 2026.

People's platform says he will vote to stop American arms shipments to the government of Israel and that funds now sent there should go instead to health care and education at home. He calls what the government of Israel is doing a genocide against the people of Palestine.

Deep Dive

Robert People is the Democratic nominee in Florida's 15th District. He was born in Baltimore in 1979, enlisted in the Army the day after he turned eighteen, and served twenty-one years as an ammunition specialist and a journalist, with three combat tours, two in Iraq and one in Afghanistan, before retiring in 2018; he has worked as a proposal writer since. He won the Democratic primary on August 18, 2026 against Christopher Irizarry, and faces Representative Laurel Lee and Angie Boone, a write-in candidate with no party affiliation, on November 3. Florida enacted a new congressional map in May 2026, and his campaign site says the redrawn district now takes in parts of Hillsborough and Pasco counties and all of Hernando and Citrus.

His answer on this question is one of the fullest things on his site. The platform page lists Israel and Palestine among a dozen policy areas and says that he will always vote or support no further arms being sent to the government of Israel under this administration, and that he will not support what he calls Israel's genocide against the people of Palestine. Behind that section sits a nine-page paper on his campaign letterhead, headed "Robert People will fight for America, not Israeli war criminals". Its first stated policy position is that he will vote to stop American arms shipments to the government of Israel. Its second is that he will not accept any funds from the American Israel Public Affairs Committee, directly or through intermediaries, which is a pledge about his own campaign rather than a position on what the United States sends. The committee is a lobbying organization that works for close United States and Israel ties.

The paper is where the argument is. It sets out eighty years of the conflict, says that the government of Israel is the largest recipient of United States foreign military financing and that donated American weapons have been used extensively in Gaza, and describes the ten-year funding agreement signed in 2016. It ends by arguing that the United States should stop supporting the government of Israel and its wars, and that funds formerly sent there should go to universal health care, child nutrition, childcare and affordable education at home. It also argues that opposition to the Israeli government is not judgment of Jews, and points to American Jews and to Jewish Voice for Peace, an organization of Jewish Americans opposed to the Israeli government's policies toward Palestinians, who say the same. The historical account in the paper, and its figures for weapons, money and deaths, are its own, and they are set out with their sources on his research page rather than repeated here.

He did not begin the campaign on this ground. When he filled in Ballotpedia's candidate survey on June 29, 2025 he answered every question at length, naming Social Security, women's health, teacher pay and immigration enforcement, and neither the form's questions nor his answers touched foreign policy at all. The earliest dated statement found is a video he posted on September 2, 2025, captioned "I will NOT take money from AIPAC." The video itself was not watched here, and the rest of what is on his campaign accounts is listed on his research page rather than quoted.

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page named below was opened and read on 2026-09-08 unless the entry says otherwise. His campaign site was read in full: its home, platform, endorsements, events, news, media, get-involved, contact and candidate-petition pages, its "And Now You Know" explainer, and all five of the position papers linked from the platform. Every page the site lists was read. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. People has never held office, so none of the congressional votes this site tracks is his, and no funding from the committees this site tracks is recorded on this record.

U.S. military aid and weapons to the government of Israel

  • [Position; live page, read 2026-09-08] His platform page, under the heading "NO AIPAC Contributions and NO Further Arms to Israel": "Robert will NOT accept donations from the American Israel Public Affairs Committee (AIPAC). This includes disguised, AIPAC-linked donors; i.e., donations linked to AIPAC while not disclosed as being received from this organization. Robert will also always vote and/or support NO further arms being sent to Israel under this administration."
  • [Position; live document, read 2026-09-08] His nine-page position paper, reached from that same section by a button marked ISRAEL/PALESTINE and published on his campaign letterhead with his campaign address, telephone number and email, under the heading "Robert People will fight for America, not Israeli war criminals". Under "Policy Positions" it carries two bullets in full: "Robert People will not accept any AIPAC funds either directly or through intermediary/bundling methods" and "Robert People will vote to stop American arms shipments to Israel." The two documents differ in one respect worth recording: the platform page qualifies the arms position with the words "under this administration" and the position paper does not.
  • [Position; live document, read 2026-09-08] The same paper, under the heading "What Must Change", states: "Israel is the largest recipient of US foreign military financing and donated weapons provided by the US have been extensively used in Gaza." It gives figures for weapons transferred since 1950, for the share of the Israeli defense budget that American support represents, and for military equipment shipped since October 2023, and it describes the ten-year agreement in place from 2016 committing the United States to annual military aid plus a further sum for missile defense. It then argues for a change of policy and concludes: "We should instead seek justice for those experiencing the hell of genocide, and use funds formerly sent to Israel to improve the quality of life for American citizens." And: "This includes universal healthcare, child nutrition, high quality and affordable childcare, and affordable higher and technical education." Every number in the paper is the paper's own and is not restated as a finding of this card.
  • [Position; live page, read 2026-09-08] His home page sets out his policy priorities in a grid. Under the heading "Israel/Palestine" it gives two lines: "No AIPAC" and "No arms shipments to Israel".
  • [Position; read 2026-09-08] BallotReady's profile carries one issue statement under the heading Foreign Policy, taken from his own site: "Robert will NOT support Israel's GENOCIDE."
  • Nothing located from him on this subject before September 2025, at any date. Neither his Ballotpedia survey of June 29, 2025 nor any earlier material found for this card mentions Israel, Gaza, arms transfers or foreign aid.

U.S. aid to Palestinians

  • Nothing located, at any date. Neither UNRWA nor Gaza humanitarian funding nor the aid pipeline is named anywhere in his platform, his position paper or his questionnaire answers. The paper argues for redirecting money now sent to the government of Israel to programmes inside the United States, and says so in those words; it proposes no level of aid to Palestinians.

Characterization of the conflict

  • [Position; live page, read 2026-09-08] His platform page: "Robert will NOT support Israel's GENOCIDE against the people of Palestine. Since October 7, 2023, 65,000 Palestinians have died, and this continues even after an established Gaza peace plan that went into effect on October 10, 2025. This is unacceptable." And: "No word from the United States or Israel to express any care or concern for the thousands of murdered Palestinians, and enough is enough. Robert will always speak up against this war and the senseless killing of the people of Palestine." The casualty figure and the peace-plan date are his page's own.
  • [Position; live document, read 2026-09-08] The position paper sets out a history of the conflict from the Balfour Declaration of 1917 to a Knesset vote of March 30, 2026. It uses the words ethnic cleansing, apartheid and occupation; it describes the attacks of October 7, 2023, the killing of Israeli security personnel and civilians and the taking of 251 hostages; and it says that experts including Amnesty International and United Nations and Israeli scholars have called what followed a genocide. Its account rests on the sources listed across its last two pages, among them books by Rashid Khalidi and by John Mearsheimer and Stephen Walt, a 2018 documentary, reporting by Axios, the BBC, The Intercept, Jewish Currents, Foreign Affairs and the Jewish Telegraphic Agency, Human Rights Watch on the October 7 attacks, and polling by the Pew Research Center and Gallup. Every figure and characterization in it belongs to the paper, not to this card.

Israel-related rhetoric and lobbying

  • [Position, 2025-09-02] A video on his campaign's own account, captioned "I will NOT take money from AIPAC. #AIPAC #Israel #money #gaza #freepalestine". The post's own record gives the account as robertpeopleforcongress, "Robert People For Congress", and the posting time as September 2, 2025. The Foundation for Middle East Peace recorded it in its legislative round-up of September 5, 2025 as a "Video declaring" the words "…Just so I am clear, I am not taking any money from AIPAC…", with the ellipses its own. The video was not watched, so only the caption, which was read directly, is quoted. This is the earliest dated item found from him on this subject.
  • [Position; live documents, read 2026-09-08] The refusal of donations from the American Israel Public Affairs Committee, quoted in full above from both his platform page and his position paper. A pledge about donations is not by itself a position on what the United States sends; his position on that is stated separately and is quoted above.
  • [Position; live document, read 2026-09-08] The position paper devotes two of its nine pages to the committee and to what it calls the Israel Lobby. It states that the committee was primarily a lobbying group before 2022 and is now one of the largest spenders in congressional elections, that it spent money on more than eighty percent of the seats up for re-election in 2024, that it gives to both parties through entities whose names do not mention Israel, and that it has spent against candidates open to conditioning military aid. It names four donors it describes as funding that work. Those are the paper's claims, verified here only as being what the paper says.
  • [Undated; read 2026-09-08] Ballotpedia lists his endorsements as Emgage Action, a Muslim American civic and political organization; The Oath of Office; and eight voter-guide lists run by individuals and groups through the Sway platform, one of them called Vote for Peace. His own endorsements page lists Oath of Office, Courage for Democracy, the Democratic Progressive Caucus of Florida, state Representative Angie Nixon, Muslims for Democracy and Fairness, Florida for Bernie, the Democratic Veterans Caucus of Florida, Citizens' Impeachment, and state Representative Michele Rayner. No endorsement is treated on this card as a statement of his position.

Safety and antisemitism (context, not an answer to what America sends)

  • [Position; live document, read 2026-09-08] The position paper addresses the subject directly. It describes the Holocaust as the mass extermination of Jews in Europe and gives it as the reason many survivors concluded a Jewish-ruled state was necessary for their safety. It argues that supporting the sovereignty of Israel as a country does not require agreement with its government's actions, that opposition to the Israeli government is not judgment of Jews, and that American Jews are increasingly critical of the Israeli prime minister; it points to Jewish Voice for Peace, an organization of Jewish Americans opposed to the Israeli government's policies toward Palestinians. In its opening paragraph it puts the word antisemitism in quotation marks, in the claim that false charges of it have been used against critics of the Israeli government.
  • Nothing else located. No separate statement by him about the safety of Jewish communities in the United States, or about antisemitism as a domestic question, was found on his site or anywhere else read for this card.

What the rest of his platform says

  • [Undated; read 2026-09-08] His platform page carries eleven other proposals: clean-energy access and utility costs, a ban on congressional stock trading, Medicare for All, free school meals with child tax credits to cover them, women's health and reproductive rights, immigration reform and due process, repeal of the July 2025 tax and spending law, raising the Social Security tax cap, a national minimum teacher salary, and protections for LGBTQ+ people. Four further position papers sit behind it, on affordability, clean energy, health care and Social Security; all four were opened and none mentions this subject.
  • [Position, 2025-06-29] Ballotpedia's Candidate Connection survey, which the page records as submitted on that date. He answered every question, at length, and the answers were read here under his own heading, question by question. His three key messages are Social Security, women's reproductive and health rights, and teacher salaries. Asked what areas of public policy he is passionate about, he named Social Security, women's health, immigration enforcement and presidential accountability. Asked what he thinks the country's greatest challenge is over the next decade, he answered about the current administration. No question on the form is about foreign policy, and he raised none. That is a fact about the form as much as about him, and it is recorded here because it dates the point at which this subject was not yet part of his public campaign.

A claim that could not be checked

  • Our research reported that in a campaign statement posted to Facebook in about mid-January 2026, People condemned House approval of $3.3 billion in aid to Israel and wrote, among other things, that as a twenty-one-year retired Army veteran he knows a genocide when he sees one, and "NO to AIPAC. NO to further funding and arms for Israel." The address given for that post, https://www.facebook.com/VoteCoriBush/posts/our-fight-to-end-trumps-wars-overseas-and-our-movement-to-make-real-investments-/1598313668616489/ , is a page belonging to a different candidate in a different state, and it does not open. His own campaign page on that platform, https://www.facebook.com/profile.php?id=61573727416052 , does not open here either. No record of any such post, and no House vote answering that description in that month, appears in the weekly legislative round-ups published through January and February 2026, which do carry items of this kind about other candidates. None of those words is quoted anywhere on this card, and the addresses are printed rather than linked because they do not open.

The race

  • [Undated; read 2026-09-08] Ballotpedia: "Incumbent Laurel Lee, Robert People, and Angie Boone are running in the general election for U.S. House Florida District 15 on November 3, 2026." Boone is listed as a write-in with no party affiliation. "Robert People defeated Christopher Irizarry in the Democratic primary for U.S. House Florida District 15 on August 18, 2026", by 22,149 votes to 19,135. Kimberly Overman and Jose Engell withdrew or were disqualified. The Republican primary was cancelled and Lee advanced from it unopposed. The same page records that "The U.S. House elections in Florida will take place using a new congressional map in 2026. Governor Ron DeSantis (R) signed new district boundaries into law on May 4."
  • [Undated; read 2026-09-08] Ballotpedia gives his campaign's reported federal receipts as $40,108 and its spending as $36,634, drawn from Federal Election Commission filings, under the committee name ROBERT PEOPLE FOR CONGRESS. A candidate profile at https://www.civoren.com/candidate/robert-people , last updated August 26, 2026, gives the same two figures; that address opened once and then began refusing, so it is printed rather than linked.

Places that could not be read, so nothing is claimed from them

  • His campaign's page on Facebook, https://www.facebook.com/profile.php?id=61573727416052 , which is named as his on his own site and by BallotReady and which returns nothing readable here.
  • His accounts on TikTok, https://www.tiktok.com/@robertpeopleforcongress , Instagram, https://www.instagram.com/robertpeopleforcongressfl15/ , Threads, https://www.threads.com/@robertpeopleforcongress , and YouTube, https://www.youtube.com/@RobertPeopleforCongressFL15 . Each address loads, but none of them lists its posts to a reader who is not signed in. The one post read for this card was reached by its direct address, which the legislative round-up printed.
  • The fifteen interviews and podcast appearances listed on his media page, all of them video or audio. None was watched or listened to.

  • https://couragefordemocracy.com/candidate/robert-people/ , which opens only in part; what could be read is a short profile describing him as pro-impeachment, anti-corruption, anti-oligarchy, anti-authoritarianism and anti-ICE, and saying nothing on this subject.
  • No profile for him on iVoterGuide was found, and that site's search does not render results.

Not on the card, and why

  • The whole of his platform on utilities, clean energy, congressional stock trading, health care, school meals, women's health, immigration, the July 2025 tax and spending law, Social Security, teacher pay and LGBTQ+ protections, and all of his Ballotpedia survey answers: real positions, but not about United States weapons or money for the government of Israel. They are listed above so the shape of his platform can be seen.
  • The historical narrative in his position paper, from 1917 to 2026, and its figures for weapons transfers, tonnage, dollar amounts and deaths, along with the casualty figure on his platform page: they are the documents' own claims and sources, quoted above where they bear on his position and not restated as findings of this card.
  • The Facebook material our research supplied: it could not be checked and the address given for it belongs to someone else. It is set out above.
  • His endorsements: an endorsement is not a statement by him.
  • Laurel Lee's record and Christopher Irizarry's primary campaign: they belong on their own pages.
