But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Carlos A. Gimenez

Republican · U.S. House, Florida District 28
✗Supported sending weapons or funding in 5 of 5 tracked votes

When the Biden administration paused a shipment of bombs to the government of Israel in May 2024, Gimenez asked, "Why is President Biden carrying water for the pro-Hamas mob?" In February 2024 he urged the Pentagon to weigh making Israel part of America's defense industrial base.

Deep Dive

Carlos Gimenez has represented Florida's 28th District since January 2021 and is in his third term. The district covers all of Monroe County and the southwest portion of Miami-Dade County, from West Kendall and Homestead down through the Florida Keys to Key West. He sits on the House Armed Services Committee and on the House Homeland Security Committee, where he chairs the Subcommittee on Transportation and Maritime Security, and his own committee page lists him as a member of the Abraham Accords Caucus and the Transatlantic Friends of Israel Caucus. He is running for re-election on November 3, 2026 against Phil Ehr and Eddy Rojas.

His answer on American weapons is that they should keep moving, and that holding them back is the thing to object to. In May 2024, after the administration held up a shipment of bombs, Breitbart News collected Republican reaction in a piece that Rep. Greg Steube's office republished. It records him blasting the administration's "pathetic decision to hold up shipments of precision bombs to DESTROY HAMAS!" and quotes him asking, "Why is President Biden carrying water for the pro-Hamas mob?" His own office published nothing about the pause.

Three months earlier he had asked for something larger than the delivery of weapons already approved. On February 29, 2024 he joined Rep. Joe Wilson in a letter to Defense Secretary Lloyd Austin asking the Department to assess the benefits of including Israel in the National Technology and Industrial Base, the standing arrangement through which the Pentagon treats a partner country's defense industry as part of its own supply base. He gave his reason in the same release: "Israel, whose defense industry was born out of necessity, is one of the strongest military forces in the world, a global leader in defense and security innovation, and a key player ensuring regional stability and peacekeeping efforts in the Middle East. Including Israel in the NTIB would boost defense production, innovation, and overall capability."

He has also said what he thinks of allies who cut weapons off. On July 8, 2026 he withdrew as co-chair of the Congressional Friends of Spain Caucus, a bipartisan group of members formed to promote ties with Spain, saying that Prime Minister Pedro Sánchez's government "has chosen political posturing over moral clarity" and that he could not keep leading a caucus dedicated to a government "that is actively undermining one of America's closest allies." The letter he sent that day goes further, and it is where he states the principle: "By legally implementing full arms embargos, shutting your airspace and ports to allied defense transport, and actively locking out Israeli defense personnel, your administration has placed Spain firmly on the wrong side of the global fight for freedom." The same letter describes the war as an existential one, saying Israel faces threats "from Hamas, Hezbollah, Iran, and other terrorist organizations" while Spain has "repeatedly chosen political grandstanding over moral clarity." He put the point about the war more plainly in January 2024, when he said "we must stand with the Democratic, Jewish State of Israel as they defend themselves from savage Hamas terrorists".

On American aid to Palestinians there is nothing. Every one of the 348 items his congressional office has published since January 2021 was read for this card, along with his media archive and his campaign site, and he has never spoken about humanitarian funding for Gaza, about the United Nations agency for Palestinian refugees, or about the aid pipeline, in either direction. His campaign site has no issues section at all: "Supporting Israel" is one of fifteen boxes a visitor can tick on a survey asking what matters to them. His work on antisemitism, his bills on US-Israel law enforcement cooperation, his statements about Iran, and his statements from the autumn of 2023 are on his research page.

How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

Voted to send weapons or funding in more than half of their recorded tracked votes. (Supported sending weapons or funding in 5 of 5 tracked votes.)

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page named below was opened and read on 2026-09-16. His congressional newsroom was read in full: all 348 press releases listed from January 2021 to September 2026, each one searched for this subject, and 24 of them carry a hit. His media archive of outside coverage, which runs from 2021 to April 2024 and stops there, was read the same way. His biography, district and committee pages, his campaign site, his Ballotpedia pages and the outside reports our research pointed at were read as well. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. His recorded House votes and the tracked funding totals are shown as badges on this card and are not restated here.

U.S. military aid and weapons to the government of Israel

  • [Position, 2024-05-09] A Breitbart News article collecting Republican reaction to the pause in weapons shipments, republished by the office of Rep. Greg Steube. The page is dated May 09, 2024. Its sentence about Gimenez reads in full: "Blasting the Biden administration's 'pathetic decision to hold up shipments of precision bombs to DESTROY HAMAS!' Rep. Carlos Gimenez (R-FL), a member of the Armed Services and Homeland Security Committees, asked, 'Why is President Biden carrying water for the pro-Hamas mob?'" The two quoted spans are separated by the reporter's own words and are kept separate here and on the card. The article also reports that the administration was withholding 3,500 bombs and that the Secretary of Defense confirmed a shipment was being withheld over the operation in Rafah. Sixteen other Republican legislators are quoted on the same page and none of their words are used on this card. In particular, the sentences about emboldening Iran and about signalling that United States support is conditional belong to Sen. Jerry Moran of Kansas; our research attributed their substance to Gimenez, and that is corrected here.
  • [Position, 2024-02-29] His release on the letter he and Rep. Joe Wilson sent to Defense Secretary Lloyd Austin III, urging the Department of Defense to assess the benefits of including Israel as part of the National Technology and Industrial Base. He is quoted: "Proud to join my friend Rep. Joe Wilson in a letter to the Department of Defense urging a review to include our dear friend Israel as part of the National Technology and Industrial Base (NTIB)," and then: "Israel, whose defense industry was born out of necessity, is one of the strongest military forces in the world, a global leader in defense and security innovation, and a key player ensuring regional stability and peacekeeping efforts in the Middle East. Including Israel in the NTIB would boost defense production, innovation, and overall capability." The letter itself is not published on the page. Rep. Joe Wilson's words are not quoted in the release, and nothing here is attributed to him.
  • [Position, 2026-07-08] His letter to Spanish Prime Minister Pedro Sánchez, published by his office alongside the release below. On arms it says: "By legally implementing full arms embargos, shutting your airspace and ports to allied defense transport, and actively locking out Israeli defense personnel, your administration has placed Spain firmly on the wrong side of the global fight for freedom." It also objects to Spain barring members of the Israel Defense Forces and Israeli officials from Spanish territory, describing them as fighting on the front lines against radical Islamic terrorism that threatens Western Europe, and calls that decree "a betrayal of Western values." The letter is about another country's policy rather than about what the United States sends; it is on the card because it states what he thinks arms supply to that government is for.
  • [Reaction window, 2023-11-02] "Rep. Carlos Gimenez Votes for Additional Aid to Israel", on H.R. 6126. He is quoted saying he was proud to have voted for a bipartisan bill to fully fund military assistance to Israel, and that he will always support Israel. Not on the card summary; recorded here with its date.
  • [Reaction window, 2023-10-13] A letter led by Rep. Rob Wittman urging Secretary of State Antony Blinken to expedite Foreign Military Sales and Foreign Military Financing deliveries to Israel, signed by Wittman and 37 other legislators including Gimenez, who is named in the signature list. No words of his appear in it, and a letter signed by thirty-eight members supports only the collective wording. Not on the card summary; recorded here with its date.
  • [Reaction window, 2023-12-14] His statement on voting for the fiscal 2024 National Defense Authorization Act. The release's own framing mentions attacks on Israel; his quoted words are about military readiness and do not name Israel. Not on the card summary; recorded here with its date.
  • [Earlier record, 2023-05-22] His introduction of H.R. 3393, the U.S.-Israel Cooperation Expansion Act of 2023, and H. Res. 409. The bill would make it United States policy to support bilateral law enforcement training between the two countries and back Israel's inclusion in the International Law Enforcement Academy; the resolution condemns acts of terrorism by Hamas, Hezbollah and Palestinian Islamic Jihad. He is quoted saying he is proud to introduce legislation "to reaffirm America's support for Israel and strengthen our security cooperation in the fight against global terror." This is law enforcement cooperation rather than weapons or money, and it predates the bands the card uses.
  • [Earlier record, 2021-05-14] His resolution to condemn Hamas and support Israel, introduced when he represented Florida's 26th District.
  • Nothing located in which he has spoken about either of the two amendments his recorded votes were cast on, or about the annual foreign aid bill, or about the memorandum of understanding and the dollar figure in it. His newsroom carries no release on any of them.

U.S. aid to Palestinians

  • Nothing located, at any date, in either direction. Neither the United Nations Relief and Works Agency for Palestine Refugees in the Near East, nor humanitarian funding for Gaza, nor the aid pipeline, nor the Palestinian Authority, nor the Taylor Force Act appears anywhere in his 348 published releases, in his media archive, on his campaign site or in his Ballotpedia record. The word Palestinian occurs twice in the whole of his own material: once in the 2023 resolution naming Palestinian Islamic Jihad as a terrorist organization, and once in a 2024 subcommittee opening statement recalling the 1977 hijacking of a Lufthansa flight by the Popular Front for the Liberation of Palestine.

Characterization of the conflict

  • [Position, 2026-07-08] The letter above says Israel faces "existential threats from Hamas, Hezbollah, Iran, and other terrorist organizations" and that Spain "has repeatedly chosen political grandstanding over moral clarity." It also says Spain "has normalized rhetoric that crosses the line from legitimate policy disagreement into raw antisemitism."
  • [Position, 2024-01-27] His International Holocaust Remembrance Day statement: "Sadly, the rot of anti-Semitism still exists in our society and we have seen a despicable rise in incidents following the October 7th attacks - the deadliest day for Jews since the Holocaust. Never again is now and we must stand with the Democratic, Jewish State of Israel as they defend themselves from savage Hamas terrorists." The dash inside the quotation is a hyphen as printed on the page. This statement is dated two days after the reaction window closes and is used on the card.
  • [Reaction window, 2023-10-07] His first statement on the attacks. Not on the card summary; recorded here with its date. Correction: our research gave his words as "America stands with the democratic, Jewish State of #Israel & it's right to defend itself". The page reads "America stands with the Jewish State of Israel and its right to defend itself from Hamas' violent and terrorist invasion." The version our research carried looks like a social media post rather than the release, and no social media post of his was opened.
  • [Reaction window, 2023-11-14] His statement on marching at the March for Israel in Washington. Not on the card summary; recorded here with its date.
  • [Reaction window, 2023-11] Three interviews listed in his media archive with no linked text of their own: "Rep. Carlos Gimenez: 'Complete Destruction of Hamas' is Israel's Avenue for Peace" (November 20, 2023), "Hamas Is Getting What They Want: Rep. Carlos Gimenez" (November 27, 2023) and "Rep. Carlos Gimenez: Biden Failed to Push Iran to get American Hostages Held by Hamas Release, he Waived Sanctions" (November 30, 2023). Also "Rep. Carlos Gimenez on Hamas Attacks" (October 11, 2023) and "Israel War: Rep. Carlos Gimenez Blasts Biden Administration's 'Incompetency' on Iran Policy" (October 13, 2023). Not on the card summary; recorded here with their dates. The recordings were not watched and nothing is claimed from them.
  • [Reaction window, 2023-11] The JUMP Act, which he introduced with Rep. Frederica Wilson to waive repayment requirements for Americans evacuated from Israel. Not on the card summary; recorded here with its date.

Israel-related rhetoric and lobbying

  • [Position, 2026-07-08] His office's announcement that he had withdrawn as co-chair of the Congressional Friends of Spain Caucus, a bipartisan group of members of Congress formed to strengthen ties with Spain. He is quoted: "Spain has long been an important ally of the United States, but Prime Minister Sánchez's government has chosen political posturing over moral clarity" and "I cannot continue serving as Co-Chair of a caucus dedicated to strengthening ties with a government that is actively undermining one of America's closest allies. I stand firmly with Israel and with every democracy fighting terrorism." Florida Voice News reported the same day and reproduces a post from his account announcing the resignation; the post itself was not opened.
  • [Position, 2024-11-12] His statement congratulating Gov. Mike Huckabee on his nomination as Ambassador to Israel: "Congratulations to Governor Mike Huckabee on his nomination to be Ambassador to our dearest friend and ally the democratic Jewish State of Israel." The release also congratulates Sen. Marco Rubio on his nomination as Secretary of State.
  • [Undated; read 2026-09-16] His committees and caucuses page lists him as a member of the Abraham Accords Caucus and of the Transatlantic Friends of Israel Caucus. The same page still lists him as a member of the Friends of Spain Caucus, which is consistent with his July 2026 letter: he resigned the co-chairmanship and did not say whether he was leaving the caucus.
  • The tracked funding totals on this record are shown as badges on this card and are not restated here. Nothing located in which he speaks about donations from any organization on this subject.
  • Correction. Our research reported that on July 8, 2026 he appeared with former Gov. Jeb Bush at an event of United Against Nuclear Iran "to display an Iranian drone and highlight the strategic threat posed by Iran's weapon supplies to Israel and Western interests." The organization's own announcement, dated July 7, 2026, opened on the second attempt and says the event displayed a Shahed-136 drone to highlight the threat from Cuba, which it says has acquired more than 300 military drones from Russia and Iran and has discussed using them against Guantanamo Bay and Key West. Israel is not mentioned on the page. Nothing is written from it.

Safety and antisemitism (context, not an answer to what America sends)

What the campaign site and his own pages say

  • [Position; the pages are undated and were read 2026-09-16] His campaign site has five pages and no issues section. Its navigation item labelled Issues leads to a survey asking visitors what matters most to them, on which "Supporting Israel" is one of fifteen tick boxes alongside a strong economy, cutting taxes, infrastructure, healthcare, education, the environment, veterans, immigration, national security, pro-life issues, the Second Amendment, care for seniors, fighting dictators in the Americas, and LGBTQ+. The site states no position of his on this subject or any other foreign subject. The word Israel appears nowhere else on it.
  • [Undated; read 2026-09-16] His congressional biography: first elected in 2020, the only current Cuban-born member of Congress and the first career firefighter-paramedic to serve in the House; the district covers all of Monroe County and the southwest portion of Miami-Dade County; House Armed Services, House Homeland Security with the chairmanship of its Transportation and Maritime Security Subcommittee, and the Select Committee on the Chinese Communist Party. His committees and caucuses page adds the Readiness and Tactical Air and Land Forces subcommittees of Armed Services.

The race

  • [Read 2026-09-16] Ballotpedia's page for the 2026 election in Florida's 28th District: "Incumbent Carlos Gimenez, Phil Ehr, and Eddy Rojas are running in the general election for U.S. House Florida District 28 on November 3, 2026." The filing deadline was June 12, 2026. A primary was expected on August 18, 2026 but was not held, because only one candidate from each party qualified; both the Democratic and the Republican primaries were cancelled and Gimenez and Ehr each advanced without appearing on a primary ballot. Eddy Rojas has no party affiliation. The same page records that Gimenez defeated Ehr in this district on November 5, 2024.
  • [Read 2026-09-16] His Ballotpedia page records his committee assignments and his votes on named bills.

Places that could not be read, so nothing is claimed from them

  • The Florida Politics report of his resignation from the Spain caucus. Its address, printed rather than linked because it does not open, is https://floridapolitics.com/archives/806457-carlos-gimenez-quits-friends-of-spain-caucus-citing-madrids-treatment-of-israel/ . It refused both attempts on 2026-09-16. His own release and his own letter were read instead.
  • The Library of Congress record of bills, at https://www.congress.gov/ , which refused both attempts on 2026-09-16. His sponsorships and co-sponsorships in the current Congress are therefore unknown to this card, and none is claimed. What he has introduced is taken only from his own announcements.
  • His accounts on X, Facebook, Instagram and YouTube, which his congressional site links from every page. The Facebook address our research cited, https://www.facebook.com/RepCarlosGimenez/posts/the-iranian-regime-continues-to-threaten-peace-and-security-around-the-worldtoda/1734311581379276/ , returned an error on 2026-09-16, and its own wording is about the Iranian regime rather than about the statement our research attached to it.
  • The videos his releases and his media archive link to, including his floor speech on the fiscal 2024 defense bill and the television interviews listed above. The transcripts his office prints were read where they exist; the recordings were not watched.
  • No iVoterGuide profile, League of Women Voters questionnaire or local voter guide entry carrying answers from him in this race was located, and he has not completed a Ballotpedia Candidate Connection survey.

Not on the card, and why

  • His statements of October 7, October 11, October 13, November 2, November 14, November 20, November 27, November 30 and December 14, 2023, and the JUMP Act he introduced in November 2023: they fall in the weeks this site keeps to the research page. They are above with their dates.
  • His statements about Iran, including his February 2, 2024 statement on strikes in the Middle East, his appearance at the drone event in Coral Gables in July 2026, and the subcommittee hearing on drones he chaired in July 2025: Iran is a different question from what the United States sends to the government of Israel. Where an Iran clause sits inside a sentence of his that is quoted whole, the quotation keeps its own words and nothing is built on that clause.
  • The claim that the drone event highlighted Iranian weapons supplied to Israel: the organization's own announcement is about drones reaching Cuba and does not mention Israel.
  • The claim that in an October 2024 statement he called the attacks "the bloodiest day since the Holocaust" and described 1,200 Israelis murdered and 251 hostages taken: no such statement was found in his newsroom, in his media archive or in a search, and the only address our research offered for it does not open. His January 27, 2024 statement uses the different phrase "the deadliest day for Jews since the Holocaust", and that statement is on the card.
  • The words of Rep. Rob Wittman, Rep. Joe Wilson, Sen. Jerry Moran, Sen. Rick Scott, Rep. Mario Diaz-Balart, Rep. Frederica Wilson and the sixteen other Republicans quoted alongside him in the May 2024 article: other people's words. Only his own are used, and where he signed a letter with thirty-seven other members it is recorded as a collective letter and is not sharpened into a statement of his alone.
  • His bills on United States and Israel law enforcement training, and his resolutions condemning Hamas: they are about police cooperation and about condemnation rather than about what America sends, and they predate the card's bands. They are above.
  • His work on antisemitism, including the student loan bill, the Boulder statement and the statement about the threat to a colleague: context, never the answer to what America sends. It is above.
  • The Cuba, Venezuela, Nicaragua, Colombia, China, Taiwan, immigration, aviation security and Everglades material that fills most of his newsroom: out of scope.
  • Phil Ehr's and Eddy Rojas's records: they belong on their own cards.
  • The recorded votes and the tracked funding totals: both are shown as badges on this card.
