But What Can You Do? tracks where 2026 candidates stand on U.S. weapons and funding for the government of Israel. How we check

Robert Luffman

Libertarian · U.S. House, North Carolina District 5

How this mark works

We track key votes on sending U.S. weapons and money to the government of Israel. A check means every tracked vote they cast came down against sending more, on the side of peace and de-escalation. A question mark means a mixed record: they sided with sending up to half of the time. An X means they voted to send more weapons and money in over half of their tracked votes, even as the way those weapons and dollars were being used became more and more obvious. At exactly half, money this election cycle from a lobbying group we track, or an endorsement from a group that backs sending weapons, makes it an X. Only votes actually cast are counted. Where a candidate has no recorded votes on these bills, the mark comes instead from a reviewed reading of their public record (money from the lobbying groups we track, endorsements, and their own words since January 26, 2024). There an X also covers fully backing the conduct of the war by the government of Israel without significant reservations, and a question mark also covers speaking about Israel without saying clearly where they stand on U.S. weapons and funding. A dash means No Position Found: we found nothing in their own words about Israel, Gaza or the war.

See a dash? Ask the candidate where they stand, then send us their answer and we'll review it and update the mark. Or volunteer to help review candidates.

No recorded votes on the bills we track. We have not finished reviewing this candidate's public record yet.

Nothing located has Luffman taking a position on U.S. weapons or money for the government of Israel, or on U.S. aid to Palestinians. Asked by his party about foreign policy, he said "we need to focus on fixing ourselves" and "Endless wars do not constitute good foreign policy."

Deep Dive

Robert Luffman, a truck driver for more than 25 years who lives in Ronda, is the Libertarian nominee in North Carolina's 5th District. His party's primary was canceled and he advanced without a vote; he faces Representative Virginia Foxx, the Republican, and Chuck Hubbard, the Democrat, on November 3. He has never held office, so there are no votes on this record.

This is an empty record on these questions. His campaign site is about breaking away from the two-party system, and his Ballotpedia answers, submitted in December 2025, name term limits, immigration reform, marijuana legalization and smaller government. Asked by the Libertarian Party of North Carolina in June 2026 where he stands on foreign policy, he said: "I believe we need to focus on fixing ourselves, before attempting any more foreign policy." He added: "Endless wars do not constitute good foreign policy. We will never force other nations to be more like us." Neither answer names a country, and his iVoterGuide profile carries no answers. An empty record carries no implication either way.

You are better placed to change this than we are. Ask Luffman directly, or at a candidate forum, and send us the reply: it goes on this page in his own words, which is worth more than anything we could write about him.

Research log

The notes behind this card: what we looked at, what we found, and where each item came from.

Every page named below was opened and read on 2026-10-08 unless the entry says otherwise. His campaign site was read in full; it is a single page. Bands: Position (2024-01-26 onward), Reaction window (2023-10-07 to 2024-01-25), Earlier record (before 2023-10-07), Undated. Undated pages are recorded on the date we read them. Luffman has never held office, so none of the congressional votes this site tracks is his, and no funding from the committees this site tracks is recorded on this record. Nothing located on this subject falls in the reaction window.

U.S. military aid and weapons to the government of Israel

  • Nothing located, at any date.
  • [Position, 2026-06-18] His interview on the Libertarian Party of North Carolina's candidate page, which the page records as published June 18, 2026. Asked "As a Libertarian, where do you stand on U.S. foreign policy, endless wars, and reasserting Congress’s constitutional war powers?", he answered: "I believe we need to focus on fixing ourselves, before attempting any more foreign policy. How can we hold other nations accountable, when we have such problems ourselves? If we build up our nation and people, others will respect that and long to be more like us. Show what we can do, instead of enacting a foreign policy of making others bow to us. Sure in the last 250 years we have stumbled, but never fallen. I can remember times in my life when we were respected on the world stage. Had a government that worked for the people. Endless wars do not constitute good foreign policy. We will never force other nations to be more like us." It names no country.

What the campaign site and own pages say

  • [Read 2026-10-08] His campaign site has three short sections: 25 years in the transportation industry, "An effort to break us away from the two party system that divides us", and "People before Party, always." It embeds a campaign video dated 5/18/2026. Nothing on foreign policy.
  • [2025-12-21] His Ballotpedia Candidate Connection answers, which Ballotpedia dates December 21, 2025: the two-party system, term limits, Hurricane Helene relief, immigration reform, marijuana legalization, and "I believe in smaller government and bigger freedoms." Nothing on foreign policy.
  • [Read 2026-10-08] His iVoterGuide profile for the November 3, 2026 general election shows "Did not answer" under every question, including the one on Israel. That is a fact about this guide's coverage, not about his views.
  • [Read 2026-10-08] The Guilford for All fall 2026 voter guide, a third party describing him: "a long-haul truck driver and former Unaffiliated voter" whose "other main platform point is legalizing cannabis", citing an interview with the Appalachian Chronicle. Nothing on foreign policy. The guide carries a statement that inclusion does not mean endorsement.

The race

  • [Read 2026-10-08] Ballotpedia: "Incumbent Virginia Foxx (R), Chuck Hubbard (D), and Robert Luffman (L) are running in the general election for U.S. House North Carolina District 5 on November 3, 2026." "The Libertarian Party primary scheduled for March 3, 2026, was canceled. Robert Luffman (L) advanced from the Libertarian Party primary for U.S. House North Carolina District 5 without appearing on the ballot." David Clayton, an independent, is listed as withdrawn or disqualified.
