Stephanie Bice

Bice was an original cosponsor of a May 2024 bill to bar federal funds from being used to withhold deliveries of U.S. weapons to the government of Israel. That October she wrote that "we must continue to support Israel and provide them with the capabilities to defend themselves".

Stephanie Bice is a Republican who has represented Oklahoma's 5th District since 2021 and sits on the House Appropriations Committee. The bill she signed on to in May 2024, the Israel Security Assistance Support Act, was written after the Biden administration paused a delivery of weapons that was ready to go. It would bar money appropriated to the Defense or State Departments from being used to withhold, halt, reverse or cancel the delivery of defense articles or services to the government of Israel, would pay no officer or employee who acted to support such a withholding, and would require any items already held back to be delivered within fifteen days. Her name is on the bill as introduced on May 14, 2024.

She has explained her own votes on the money. Three days after the House passed the spring national security supplemental she said the package provided "resources needed to counter the threats we face in each theater", and in the same statement said she had sought an amendment removing $10.38 billion of non-lethal Ukraine aid from the bill. She proposed no change to the money for the government of Israel. In an October 7, 2024 column she described the supplemental as having provided aid for Israel's Iron Dome and David's Sling missile defense systems "and other crucial defensive munitions", and closed by saying the United States must keep providing those capabilities. Her account of why runs through Iran: an April 2024 column said the United States "cannot continue a failed foreign policy approach of appeasement" and set out sanctions on Iran and its allied forces as the answer. That reasoning is quoted at length on her research page.

Her statements on the question stop in October 2024, while her votes continue. Her congressional newsroom was read from September 2026 back to February 2024, and her weekly columns back to January 2024: no item from 2025 or 2026 addresses U.S. weapons or money for the government of Israel. The closest is a January 2026 statement supporting an appropriations package that she said "aligns foreign assistance towards U.S. national security priorities", which names no country. Her campaign site's issues page, updated in March 2026, lists eight subjects and raises none of this. Nothing was located in which she addresses U.S. humanitarian aid for Palestinians.

U.S. military aid and weapons to the government of Israel

[Position, 2024-05-14] Original cosponsor of H.R. 8369, the Israel Security Assistance Support Act, introduced by Rep. Ken Calvert. "Mrs. Bice" appears in the introduced-by list on the bill as introduced. Section 4 bars funds appropriated to the Department of Defense or the Department of State for fiscal year 2024 or any prior year from being made available "to withhold, halt, reverse, or cancel the delivery of defense articles or defense services from the United States to Israel", or to pay the salary of any officer or employee taking action to support such a withholding. Section 5 requires prompt delivery of everything expected in fiscal years 2024 and 2025 and says anything already withheld "shall be delivered to Israel not later than 15 days after the date of the enactment of this Act". Section 3 records the sense of Congress condemning the administration's decision to pause certain arms transfers. The findings cite a May 2024 report that the president had ordered a pause on certain defense articles ready for imminent delivery, and the 2016 memorandum of understanding under which the United States provides $3.8 billion a year in security assistance and missile defense funding through fiscal 2028.
[Position, 2024-04-20] Her statement after voting for the national security supplemental: "Russia, Iran, and China are seeking to form a new axis of evil, threatening the safety and security of the free world. The national security supplemental provides resources needed to counter the threats we face in each theater. Israel is facing an unprecedented threat from Iran, who just last weekend undertook its first direct strike on our greatest ally in the Middle East." The same statement says she sought an amendment that "would have eliminated non-lethal aid, totaling $10.38 billion, from the bill" for Ukraine, and that the amendment was not adopted. Her January 23, 2026 statement on the final four appropriations bills is about military superiority, the E-7 program at Tinker Air Force Base and Oklahoma projects.

Her newsroom, her weekly columns and her campaign site were read as described above and none of them addresses United Nations Relief and Works Agency funding, Gaza humanitarian funding or the aid pipeline. A separate search for such a statement returned nothing about her.
[Position, 2024-02-01] The nearest adjacent item is her column "Peace Through Strength", which argues that the release of $6 billion in Iranian funds backfired: "As the Iranians themselves admitted, money is fungible and can be used to advance Iran’s aggressive anti-American and anti-Israel agenda, not humanitarian aid." That is about money to Iran, not about U.S. aid to Palestinians. On Columbia University: "the University failed to maintain order on campus and did not safeguard the protections or civil rights of Jewish students." And: "They should never fear persecution from a classmate and should be able to safely celebrate their academic success."
